The Achieving for Children (AfC) Joint
Committee convenes if there is a dispute between the three Councils
who have joint governance of Achieving
for Children (AfC): London Borough of Richmond upon Thames, the
Royal Borough of Kingston upon Thames, and the Royal Borough of
Windsor and Maidenhead (RBWM).
Meetings are held on an ad hoc
basis whenever there is a dispute between the Councils, ideally
starting at 10:00am though a different time may be set if it is
more convenient for attendees. Meetings are virtual by default, but
it can be in-person if the option is available with York House (in
Windsor) likely being the more convenient venue for Richmond and
Kingston attendees.
Membership is composed of:

Three Councillors each from the owning Councils (including the
Council Leader, Lead Member/Portfolio for Children’s Services
and usually an opposition member), totalling to nine
Councillors;
·
Chief Executives of the three owning Councils.
·
Lead Commissioners for Children’s Services (as defined in the
Agreements the Members have with Achieving for Children) from the
three Councils.
·
Council Directors of Children’s Services from the three
Councils.
·
AfC Executive Director.
·
Non-Executive Independent Director.
·
Council-appointed Directors.
