To award a contract for five years to Jaggaer
for their e-Procurement portal tool.

Reasons for the decision

Procurement Regulations require public sector
bodies to run procurements through an online portal which is
accessible and free to use for all bidders. Jaggaer is a commonly
used tool in the public sector and meets our
requirements.

Alternative options considered

Do nothing is not an option. Procurement
Regulations require that an online e-Procurement portal is used.
There are other e-procurement portals but market research indicates
they are substantially more expensive and would include
functionality that we do not require.
