Purpose

Content

AGREED: That Cabinet
noted the report and:
i)                
Approved the transfer of management of Home Park Public (HPP)
and associated assets and car parks back to TCE by means of
surrender of Licences from 1 April 2026, subject to completion of
agreed Heads of Terms and legal documentation.
ii)              
Approved receipt of a one-off payment of £600,000 from TCE
to RBWM as outlined in Option 1 in Table 1, to be paid in April
2026.
iii)            
Delegateed authority to the Executive Director of Place
Services, in consultation with the Executive Director of Resources
(S151 Officer) and Deputy Director of Law & Governance, to: a)
finalise and enter into the mutual termination of the HPP and King
Edward VII car park licences; b) execute any related legal
agreements, variations to contracts (including grounds
maintenance), and TUPE processes; c) implement any consequential
budget adjustments in the Medium-Term Financial Plan
(MTFP).
iv)            
Noted that RBWM will no longer manage day-to-day operations or
maintenance of the site.
