a)Finalise and enter into the mutual
termination of the HPP and King Edward VII car park licences;
b) execute any related legal agreements, variations to contracts
(including grounds maintenance), and TUPE processes;
c) implement any consequential budget adjustments in the
Medium-Term Financial Plan (MTFP).
Reasons for the decision
To enable the transfer the management of Home
Park Public (HPP) and associated car parks (King Edward VII Car
Park, Romney Lock Car Park) from the Royal Borough of Windsor &
Maidenhead (RBWM) to The Crown Estate (TCE), effective from 1 April
2026, following cabinet approval.
Alternative options considered
The transfer of management to TCE will secure
a revenue payment of £600k on 1 April 2026.
The transaction is reflected in the budget for 26/27 with a growth
submission for the loss of £660k parking and £40k event
income, off-set with the additional one-off payment of £600k
and associated reduced maintenance costs of £250k cleansing,
public conveniences and grounds maintenance.
