To renew the contract with O2 so that the
service can continue to offer tablets for loan to those residents
who are referred to libraries via practitioners and other
professionals and partners because they have no access to devices
or internet and would benefit from such access and associated
support. The Service MODA™ (“MODA”), is a
cloud-based data connectivity management tool developed and managed
by Asavie Technologies™ (“Asavie”). MODA enables
direct management of mobile data and internet service
access.

Reasons for the decision

The tablets come preloaded with data so that
they can be used without requiring access to WIFI. They are also
pre-loaded with a number of curated apps including access to
library resources such as Ebooks, Emagazines, Ecomics and other
trusted information resources, Microsoft Office and Zoom. This is a
way to ensure those most in need of a device and internet access
are able to borrow a device for a limited period of time and are
supported in its use if required. Some of the uses have included
allowing residents to access a training course for a period of 6
weeks to gain essential skills, giving access to a series of mental
health support sessions for a set period of time and children in
crisis being able to complete their homework.

Alternative options considered

This service has specifically been developed
by O2 in consultation with public libraries to ensure it meets all
requirements.

The alternative is to not offer tablets for loan. The most
vulnerable and at risk residents in the Borough will lose digital
access and associated support if this service is removed.
