Purpose

The report seeks approval of the Council’s Asset Management Framework and Strategy, establishing a corporate approach to the management, prioritisation, review and governance of land and property assets across the Borough. The framework supports the development of the Corporate Landlord model and provides a structured approach to how assets are assessed, maintained, invested in and reviewed, supporting wider Council priorities, service delivery requirements and financial sustainability. The report sets out the proposed asset categorisation model, governance arrangements, investment prioritisation principles and strategic review process that will support future decision making across the corporate estate. It also establishes a consistent framework for balancing operational, financial, community and place based considerations when assessing property related decisions. The framework is intended to strengthen strategic oversight of the Council’s estate, improve governance, support more coordinated asset planning and promote a more evidence led approach to investment and estate management over time.

AGREED: That Cabinet noted the report and:

i)             Approved the Asset Management Framework for adoption as the council's strategic framework for the management of its property portfolio
