Planning System Reform: Alignment of Community Engagement Approach"

Purpose

Following the introduction of the new plan-making system by government, there is no longer a requirement to maintain a Statement of Community Involvement (SCI) for plan-making and development management purposes. Legislative reforms, the introduction of the new plan-making system and the National Scheme of Delegation have significantly reduced the role of the SCI. It is therefore proposed that the SCI that was adopted in 2016 is withdrawn. Engagement on planning processes is still essential, and this would be secured through other means, including a Local Plan Consultation and Engagement Strategy and a ‘customer charter’ that would set out how the Council would engage on planning applications.

Decision

AGREED: That Cabinet noted the report and:

i)                 Approve the withdrawal of the Royal Borough of Windsor and Maidenhead Statement of Community Involvement (SCI) adopted on 28 July 2016.

ii)               Notes that delegated authority to approve and update a local plan Consultation and Engagement Strategy already exists but further delegates authority to the Assistant Director of Planning, in consultation with the Cabinet Member for Adult Services, Planning and Governance, to approve and update the approach to engagement with residents and other stakeholders in the planning application process.
