To confirm the extension of the
contract.
Reasons for the decision
Similar to over 50% of local authorities, RBWM
uses Confirm software to place orders for maintenance and
improvements to highway assets. There are some other tools on the
market that do similar things, however, we are happy with this
provision. The current contract expires on March 31st 2024 . Whilst
I do understand there is a need to retender this at some point,
there is a significant lack of resources in both the Transport,
Highways and Parking team and Procurement to manage this, something
which is unlikely to change in the next 12 months. Therefore my
request would be take advantage of the offer from Blightly for a
more cost effective three year plan at an annual cost of
£57.6k (saving just over £42k over the three years of
the agreement). This would allow us to properly plan a full
retender in the 2026/27 financial year well after other procurement
projects have completed.
Waiver justification:
Lack of alternatives due to limited time available and no resource
in either the service or procurement to run a full tender by the
end of March.
Value for money demonstration:
The three year option results in a near 20% saving on the price for
each of three years and protects the council against further
inflation pressures (one year deal is at 4% higher cost than the
2023/24 price.
