The budget for the works on the Guildhall were
approved in 2021/2022 for 2022/2023 drawdown. In 2022, we were
awarded the PSDS3B grant to ensure we can deliver the boiler
upgrade works but with a focus on sustainability, which without the
PSDS3B grant is not possible. The terms of the grant require
match-funding, this will come from the aforementioned allocated
budget for the Guildhall’s refurbishment works and therefore
SCP approval is required.

Reasons for the decision

Following the councils procurement rules we
tendered for energy efficiency works for the Windsor Guildhall. We
propose to award this contract to at a value of £280,486.58,
with match-funding from the Governments Public Sector
Decarbonisation Scheme Phase 3B.

Alternative options considered

Do nothing:

The decision is required because we the project will not move
forward meaning the heating system will not be upgraded using with
a sustainable solution.
