The Council is Wirral's primary decision-making body, composed of 66 elected councillors accountable to residents. It holds ultimate responsibility for key strategic and financial decisions, including approving the annual budget, capital programmes, and major policy frameworks such as the Local Transport Plan and Crime and Disorder Reduction Strategy. The Council also determines council tax, elects its Mayor and Deputy Mayor, appoints senior officers, and approves bylaws. It has the power to change its own constitution and considers reports from other committees. While councillors have a duty to their constituents, their overriding responsibility is to the entire community.
