The full Council of 57 councillors is responsible for agreeing the main policies and priorities for all services (overall policy framework), including the Council's budget. The Council elects the Leader of the Council and is for establishing the other committees and panels of the County Council. The Chairman and Vice Chairman are elected by the Council at the annual meeting, usually held in May. These meetings are open to the public and press and are webcast (where possible).
