The Corporate and Communities Overview and Scrutiny Panel met to discuss the annual update on libraries, the performance and budget monitoring for Quarter 2 of 2025/26, and the panel's work programme. The panel reviewed library performance, including the Libraries Unlocked program, and noted the financial position of the council, including forecasts for reserves and high needs funding. The panel also agreed to retain the flexibility to take into account any urgent issues which may arise in their work programme.

Representatives from the council and partner organisations were expected to be present to answer questions from the panel. Worcestershire County Council met on 6 November 2025, and councillors primarily discussed the proposal for a single unitary authority in Worcestershire, the interim external auditor's report, and a recommendation to approve changes to the capital programme. The council also considered an amendment to the LGPS Central Shareholder Representative Delegation, and a number of notices of motion.

The panel also discussed and agreed to revisions to its work programme for the coming year. A recommendation was made for Worcestershire County Council to consider a plan to improve accessibility at Alvechurch Station.
