Decision
Motion i - Support for WASPI Women and Fair Compensation
AGREED – That this Council resolves to:
(i) Formally express its support for the WASPI campaign's call for fair and timely compensation for affected women.
(ii) Write to the Prime Minister, the Secretary of State for Work and Pensions, and local Members of Parliament and Members of the Senedd, urging them to take prompt action in response to the Ombudsman's findings.
Motion ii - Contaminated Land
AGREED – That this Council resolves to:
(i) Listen to and acknowledge the concerns of local residents regarding potentially contaminated land, ensuring they are provided with clear and accurate information about the responsibilities of relevant organisations, the actions being taken to address the issue, and access to free PCB testing. This should include support and information for all current and former emergency services personnel, including firefighters, police officers, ambulance staff, and their families.
(ii) Make representations to UK Government, Welsh Government, Natural Resources Wales, Public Health Wales and other relevant bodies seeking a collaborative, county-wide approach to identifying, investigating, monitoring and addressing contaminated land issues across Wrexham.
(iii) Seek discussions with relevant public bodies and landowners to establish a clearer framework for cooperation, information sharing and prioritisation of sites where there are identified or credible concerns.
(iv) Make representations for funding to enable Wrexham council and relevant partners to undertake appropriate environmental investigations and risk assessments across identified sites.
(v) Where investigations identify unacceptable contamination, apply the principle that contaminated land should be made safe and suitable for its intended use wherever reasonably practicable.
(vi) Request that a report be brought back to Full Council in December 2026 setting out the Council's current responsibilities in relation to potentially contaminated sites, the organisations responsible for other relevant sites, known or ongoing investigations, and potential funding opportunities.
(vii) That the results of all environmental testing and analysis relating to contaminants identified on potentially contaminated land within Wrexham County Borough, where such information is held, commissioned, or relied upon by the Council, be published and made readily accessible to the public.
Such publication should include, where available, the sampling location, date, methodology and relevant analytical results, together with the applicable standards, guideline values, assessment criteria or other reference levels used to interpret those results, and a clear explanation of their significance and any associated risks, subject to statutory restrictions on disclosure.
(viii) That, where investigation establishes that a person or company is an appropriate person with legal responsibility for remediation under Part 2A of the Environmental Protection Act 1990, Wrexham County Borough Council will take all reasonable and proportionate steps available to it to secure the necessary investigation, testing, monitoring and remediation of the affected land and to recover any costs for which that person or company is legally liable.
Motion iii – Working Together to Prevent Suicide in Wrexham
AGREED – That this motion be deferred to the next meeting of Council due to the passing of allocated time.
