The Licensing and Appeals Sub Committee Hearing Panel of Manchester Council met on Tuesday 26 May 2026 to consider a number of applications and reviews relating to Hackney Carriage and Private Hire Driver Licences. The meeting was scheduled to discuss eight individual licence applications and reviews.
Reviews of Hackney Carriage and Private Hire Driver Licences
The panel was scheduled to consider reviews of Hackney Carriage and Private Hire Driver Licences for individuals identified as FS, MA, RZ, and ZH. The specific details of these reviews were contained within reports prepared by the Director of Planning, Building Control and Licensing.
Applications for New Private Hire Driver Licences
The meeting agenda included applications for new Private Hire Driver Licences from individuals identified as FK, LRB, PUN, and MYW. Reports from the Director of Planning, Building Control and Licensing were provided for each of these applications.
The panel's functions include the licensing of taxi drivers, street traders, and sexual entertainment venues. Decisions made by the panel are under delegated authority and do not require referral to the full Council. The meeting was scheduled to take place in the Council Antechamber, Level 2 of the Town Hall Extension.
The agenda also included standard procedural items such as considering urgent business, appeals against the refusal to allow inspection of background documents, and the declaration of interests by members. Additionally, there was a scheduled item for the exclusion of the public from certain parts of the meeting, where exempt information was to be considered. This exclusion was recommended by officers on the basis that the public interest in maintaining the exemption outweighed the public interest in disclosing the information, as provided for in the Local Government Access to Information Act.
The committee officer for the meeting was Ian Smith, who could be contacted by telephone on 0161 234 3043 or by email at ian.smith2@manchester.gov.uk. The agenda was issued by the Governance and Scrutiny Support Unit of Manchester City Council.
