The Licensing Sub-Committee of Enfield Council met on Monday 23 March 2026 to consider several licensing applications. The committee made decisions on a review application for Bush Hill Park Food and Wine Ltd and a new premises licence application for Doner Dunyasi.
Bush Hill Park Food and Wine Ltd, 47 Main Avenue, Enfield, EN1 1DJ
The Licensing Sub-Committee considered a review application for Bush Hill Park Food and Wine Ltd. The committee resolved to modify the conditions of the licence. A new condition was added stating that neither Mr Olcay Topalca nor Mr Soner Gun shall be involved in any way in the operation and/or management of the business, nor permitted to work in the business in any capacity, paid or unpaid. This decision was made due to historical issues with the lawful running of the premises, including breaches that undermined the licensing objectives. The committee noted that a new Premises Licence Holder, Mr Ozkan Aydemir, is in the process of obtaining a personal licence, and that the police had withdrawn their initial objections to the transfer of the licence to Mr Aydemir.
Doner Dunyasi, 307-309 Hertford Road, London, N9 7ET
The Licensing Sub-Committee considered an application for a new premises licence for Doner Dunyasi. Following mediation between the applicant, the Metropolitan Police, and the Licensing Authority, an agreement was reached on the operating schedule and conditions. The premises will be open to the public from 11:00 to 02:00 on Fridays and Saturdays, and from 11:00 to 00:00 from Sundays to Thursdays. Late night refreshment will be available from 23:00 to 02:00 on Fridays and Saturdays, and from 23:00 to 00:00 from Sundays to Thursdays. The premises will not be selling alcohol. A comprehensive set of conditions, including those relating to CCTV, incident logs, refuse disposal, deliveries, staff training, and preventing public nuisance, were agreed upon and attached to the licence. The applicant's initial request for operating hours until 03:00 daily was reduced due to concerns raised by the police and the Licensing Authority regarding potential increases in crime, disorder, and public nuisance, particularly given the premises' location within the Edmonton Cumulative Impact Zone1.

A Cumulative Impact Zone (CIZ) is an area identified by a Licensing Authority as being at risk of cumulative harms from the granting of additional licences or specific types of licensed activities. Applicants for licences within a CIZ must demonstrate measures to mitigate their impact. ↩
