The Scottish Borders Licensing Board met on Friday, 22 May 2026, to consider several applications for premises licences and extensions of hours. The board granted a new premises licence for Border Convenience Store in Hawick, a provisional premises licence for Broughton Community Pub CIC at The Wee Mantle, and an extension of hours for Ettrick Forest Bowling Club in Selkirk.
Border Convenience Store, Hawick
The board granted a new premises licence for Border Convenience Store at 1 Drumlanrig Place, Hawick. The application was made by PR and JS Store Limited, with Mr. Nisanthan Rasu as the proposed Designated Premises Manager. The premises, a corner shop selling groceries and household items, had previously held a licence that lapsed in 2024. The applicant has been operating under an occasional licence for the past nine weeks. No objections were received from Police Scotland or the Licensing Standards Enforcement Officer. Councillors welcomed the application, noting it would provide a valuable service to the local community.
Broughton Community Pub CIC, The Wee Mantle, Broughton
A provisional premises licence was granted for The Wee Mantle, a community pub at Hall Cottage, Main Street, Broughton, operated by Broughton Community Pub CIC. The premises, a semi-detached bungalow adjoining Broughton Community Hall, will offer both on-and-off-sales of alcohol. The applicant highlighted the lack of a public house in Broughton for the past five years and the community's strong support for the project. The board was pleased to see the resurrection of a public house in a modern form, recognising it as a significant community asset. No objections were received from Police Scotland or the Licensing Standards Enforcement Officer.
Ettrick Forest Bowling Club, Selkirk
An application for an extension of hours for Ettrick Forest Bowling Club at Scotts Place, Selkirk, was granted for Friday, 12 June 2026, to coincide with the Selkirk Common Riding event. The club sought to open from 8:00 am to 10:00 am to serve alcohol with breakfast to members and guests. This request was outside the board's policy, which typically starts on-sales at 11:00 am. Police Scotland raised no objection, subject to the condition that alcohol be ancillary to a breakfast of substance
for members and their guests. The Licensing Standards Enforcement Officer also recommended granting the application with this condition, noting that similar extensions had been granted to other premises in Selkirk for the Common Riding. The board agreed to grant the licence and also delegated authority to officers for similar applications in future years.
