The Planning Sub-Committee (2) is scheduled to meet on Tuesday 23 June 2026 to consider a number of planning applications. The meeting's agenda includes discussions on proposed roof extensions at Lauderdale Mansions, the amalgamation of residential units at 3 Fulton Mews, and external alterations at 74 Eccleston Square Mews.
Lauderdale Mansions Roof Extensions
A significant portion of the meeting is expected to focus on a proposal for roof extensions at 118 to 258 Lauderdale Mansions, London, W9 1NG. The application seeks permission for the erection of roof extensions, associated rear terraces, and fire escapes, along with the installation of lifts and lantern roof lights to lightwells. The proposal also includes rooflights to the front roofslope and associated external alterations to create four new two-bedroom residential units.

Numerous objections have been received from residents concerning land use, design, amenity, highways, waste, and sustainability. to the heritage assets, which is to be weighed against public benefits such as the provision of new homes and an affordable housing payment in lieu contribution of £437,800.
3 Fulton Mews Residential Unit Amalgamation
The committee is also scheduled to consider an application for 3 Fulton Mews, London, W2 3TY. The proposal involves the amalgamation of two existing self-contained residential apartments to form a single-family mews house, the conversion of a garage into a habitable room, and alterations to fenestrations.
The report pack indicates that the recommendation is to refuse permission on the grounds of land use, specifically the loss of a residential unit, which is contrary to Policy 12 of Westminster's City Plan 2019-2040 and Policy H2 of the London Plan. The report also notes that the proposed alterations to the front elevation, including the removal of the traditional garage door, would harm the character and appearance of the Bayswater Conservation Area. While neighbours have expressed support for the creation of family housing, the report suggests that the loss of a residential unit is not justified as the existing Flat 3 is already considered a family-sized home.
74 Eccleston Square Mews External Alterations
The meeting will also address external alterations at 74 Eccleston Square Mews, London, SW1V 1QN. The application, made on behalf of Councillor Mark Shearer, seeks permission for the replacement and insertion of windows on both the Eccleston Square Mews and Belgrave Road frontages at ground floor level.
The report pack suggests that these proposed works are limited in nature and are expected to be consistent with the surrounding architectural context. The recommendation is to grant conditional permission, with the report concluding that the proposals will have a neutral impact on the character and appearance of the Pimlico Conservation Area. The works include replacing garage doors with timber-framed sash windows with timber panelling below on the Eccleston Square Mews façade, and enlarging two window openings on the Belgrave Road façade.
