The School Transport Appeals Committee of Devon Council met on Monday 2 March 2026 to consider several school transport appeals. The committee refused three appeals and deferred two for further inspection.

School Transport Appeals

The committee considered reports on five school transport appeals. Three appeals were refused: ST396, relating to transport from Woodbury Salterton to Sidmouth Primary School; ST394, for transport from Landkey to Barnstaple The Park; and ST397, concerning transport from Exeter to Exeter, Thomas Hall School.

Two appeals were deferred for members' route inspection: ST398, for transport from Stoodleigh to Tiverton High School, and ST399, for transport from Peter Tavy to Tavistock College. These deferrals mean that a decision on these appeals has not yet been made, pending further investigation by the committee members.

The meeting was held in private for these agenda items, as they involved the likely disclosure of exempt information relating to individuals' financial affairs. This decision was made in accordance with Section 100A(4) of the Local Government Act 1972 and Section 36 of the Freedom of Information Act 2000, where the public interest in maintaining the exemption outweighed the public interest in disclosure.

The committee members present were Councillor Frank Biederman, Councillor Dermot McGeough (Chair), Councillor Thomas Richardson, and Councillor Neil Stevens QVRM. Councillor Graham Bell was noted as having sent apologies. Fiona Rutley was also in attendance.

The minutes of the previous meeting held on 2 February 2026 were confirmed as a correct record. There were no urgent items requiring attention, and no declarations of interest were made beyond those already registered by councillors.
