The Digital Services Committee was scheduled to discuss updates on the Chamberlain's Business Plan, the ongoing Digital Review Transformation Programme, and the City Corporation's website. The meeting also included reports on cyber security and the Programme Sapphire (ERP) update.
Chamberlain's Business Plan Quarter 3 2025/26 Update
A report from the Chamberlain was scheduled to provide an update on the department's progress against its Business Plan during the third quarter of the 2025/26 financial year. The Chamberlain's Department manages thirteen workstreams across seven divisions, with two of these specifically focused on Digital Information and Technology Services (DITS) and falling under the oversight of the Digital Services Committee. The report indicated that five of the eleven workstreams reporting to the Finance Committee were rated as amber or red, with mitigation measures planned for implementation in the fourth quarter. Key programmes mentioned included the launch of the new P3 approach and the go-live of the remaining HR modules for Programme SAPphire, which experienced a seven-week delay. The report also highlighted ongoing workstreams related to the ERP and Pensions Dashboard, which are expected to continue into the 2026/27 financial year.
Digital Review Programme - Introduction and Governance
A joint report from the Executive Director of Communications and Engagement (Interim) and the Chamberlain was scheduled to introduce the Digital Review Transformation Programme. This programme aims to audit the City Corporation's external digital estate, which comprises over 60 websites and more than 100 social media accounts. The review is structured across five phases: Vision and Immersion, Audience Mapping, Digital Audit and Functional Mapping, Content and Governance Review, and Strategy and Blueprint. The expected outputs include a consolidated view of the digital estate, identification of consolidation opportunities, and recommendations for targeted investment. The governance structure proposed involves the Digital Services Committee and the Communications and Corporate Affairs Sub-Committee reviewing and making decisions on recommendations based on their respective terms of reference.
Website Update
A joint report from the Executive Director Communications and Engagement (Interim) and the Chamberlain was scheduled to provide information on the governance, operational management, and ownership arrangements for the City Corporation's main corporate website, www.cityoflondon.gov.uk. The report outlines the roles and responsibilities of various departments and suppliers, including the Digital, Information and Technology Service (DITS) for technical functionality and the Executive Director of Communications and Engagement Team for website content. The website's management involves a two-stage content workflow, adherence to accessibility regulations, data protection, and security standards. The website will be further considered as part of the Digital Review Transformation Programme.
Cyber Security Update
A report from the Chief Information Security Officer was scheduled to provide an update on cyber security matters.
Programme Sapphire (ERP) Update Report - March 2026
A report from the Chamberlain was scheduled to provide an update on Programme Sapphire, an Enterprise Resource Planning (ERP) initiative. This programme involves the implementation of new modules and systems, with updates on the progress of various workstreams, including Finance and Budget Management, which had been reported as red due to issues with system design build and errors found during testing. The go-live for the HR modules was scheduled for January 2026.
