The Digital Services Committee of the City of London Council was scheduled to convene on Thursday, 14 May 2026. Chamberlain's Business Plan End of Year 2025/26 Update
The committee was scheduled to receive an update on the Chamberlain's Department's performance against its Business Plan for the 2025/26 year. The report indicated that the department had made strong progress against its priorities, achieving key milestones such as the implementation of the P3 Framework and the go-live of Core HR as part of Programme SAPphire. Statutory, regulatory, and assurance-led programmes were reported to be on track, with Internal Audit completing its work plan. The report also highlighted that a small number of complex workstreams remain in progress and are subject to replanning and strengthened oversight. Cross-cutting themes of Equity, Equality, Diversity & Inclusion (EEDI), Transformation, and Risks and Interdependencies were also to be covered.
Digital, Data & Technology Strategy Update
A report was scheduled to provide an update on the progress of the shared Digital, Data and Technology (DDaT) strategy across the City of London Corporation and its institutions. The strategy outlines five key outcomes: delivering brilliant basics
through reliable and secure services, converging around a core set of technologies, becoming data-driven for improved decision-making, transforming services through the responsible use of automation and AI, and developing digital skills and sharing expertise. The update was expected to detail progress in areas such as improving connectivity, refreshing hardware and systems, establishing a new data platform and CRM system, launching AI agents, and improving digital skills through initiatives like AI Week and a Women in Tech
event.
Appointments to Other Committees
The committee was asked to consider appointments to various other committees. This included appointing one member to serve on the Projects and Procurement Sub-Committee, which provides scrutiny for procurement contracts and projects for the City Corporation and City of London Police.
Programme Sapphire Update
A report was scheduled to provide an update on Programme Sapphire, the City of London Corporation's Enterprise Resource Planning (ERP) programme. This programme aims to replace disparate systems with a single, modular solution. The update was expected to cover the progress of the recruitment, HR, payroll, finance, and procurement modules, noting that the Core HR module was live and the finance workstream was focused on resolving technical and configuration issues. Re-planning activities were underway to address dependencies, with SAP providing additional assurance support.
DITS Risk Update
The committee was to receive an update on risks related to the Digital Information and Technology Service (DITS). This would include information on risk management and updates on identified risks.
Internal Audit Review - Cyber Security
A report was scheduled to present the findings of an internal audit review concerning cyber security.
Cyber Security
A report from the Chief Information Security Officer was to be presented, providing an update on cyber security matters.
