The Licensing Sub Committee Hearing Panel was scheduled to consider three applications for premises licences. These included applications for new licences for a bubble tea cafe and a company at Castlefield House, and a variation to an existing licence for a Kentucky Fried Chicken outlet. The panel was also due to consider a temporary event notice for The Old Co-op
which had received an objection from Greater Manchester Police.
Application for a New Premises Licence - Boba Three Cafe/CUPP Bubble Tea
The committee was scheduled to consider an application for a new premises licence for Boba Three Cafe, also known as CUPP Bubble Tea, located at 29 Wilmslow Road, Manchester, M14 5TB. The report of the Director of Planning, Building Control and Licensing was provided for this item.
Application for a New Premises Licence - Campfield Operating Company Ltd
An application for a new premises licence for Campfield Operating Company Ltd, situated at Castlefield House, Liverpool Road, Manchester, M3 4SB, was also scheduled for discussion. Additional appendices were provided for this item in a supplementary agenda. The report of the Director of Planning, Building Control and Licensing detailed the operating schedule, which included proposed hours for the sale of alcohol, measures for the prevention of crime and disorder, public safety, prevention of public nuisance, and the protection of children from harm.
Key conditions proposed within the operating schedule for Campfield Operating Company Ltd included:
- Licensable activities to be carried out only as part of a market.
- A CCTV system compliant with Greater Manchester Police (GMP) requirements, with footage retained for at least 28 days.
- At least one member of staff trained in Action Counters Terrorism (ACT) Awareness e-learning, and a manager to have attended a Counter Terrorism (CT) Awareness session.
- Open containers of alcohol not to be removed from the premises, with signage to this effect.
- Alcohol sold for consumption on the premises to be in non-glass containers.
- Staff to be trained in responsible alcohol service, including age verification, refusals, and emergency procedures.
- A refusals record to be maintained.
- An appropriate number of first-aiders and adequate first aid equipment to be available.
- Regular safety checks and liaison with the Fire Authority.
- Incident logs to be kept for at least six months.
- Public liability insurance to be maintained.
- A maximum capacity of 100 persons on the premises.
- Measures to prevent noise nuisance and regular litter clearance.
- Refuse to be stored internally and collections to adhere to specific times.
- Meetings with local residents to be offered quarterly, and a contact number provided for immediate issues.
- Toilet facilities to be available inside Lower Campfield Market.
- No external speakers to be permitted.
- Customers to be advised to disperse quietly onto Liverpool Road.
- Operation of the Challenge 25 scheme for alcohol sales, with prominent signage displayed.
Application for a Premises Licence Variation - Kentucky Fried Chicken
The panel was also scheduled to consider an application for a variation to the premises licence for Kentucky Fried Chicken, located at Monarch Leisure Park, Lloyd Road, Manchester, M19 2RF. A significant portion of the report pack was dedicated to KFC's corporate social responsibility initiatives, including their commitment to being a Good Neighbour
. These initiatives included the Hatch
pre-employment training programme for young people, the KFC Youth Foundation providing grants to youth charities, food donations through FareShare, and litter prevention campaigns in partnership with Keep Britain Tidy and Hubbub. The report also detailed KFC's efforts in animal welfare, sourcing chicken from British Red Tractor farms and using cage-free eggs.
Temporary Event Notice - The Old Co-op
A temporary event notice (TEN) for The Old Co-op
at 250-252 Bradford Road, Manchester, M40 7BT was listed as withdrawn from the agenda. This notice had been submitted for a series of daytime events to coincide with Take That performances at the Etihad Stadium, proposing live tribute entertainment, food, games, and the sale of alcohol. Greater Manchester Police (GMP) had submitted an objection notice, citing concerns that the event would undermine the licensing objectives, particularly regarding security, alcohol control, management of the busy surrounding area, potential for street drinking and anti-social behaviour, impact on nearby residents, and safeguarding for under-18s. The report noted an error in the GMP objection, which incorrectly identified the premises as Red Light Bar
.
The committee was scheduled to consider the objection notice and decide whether to issue a counter notice. The report outlined that Manchester City Council's licensing policy dictates that a counter-notice may be issued if the panel is not satisfied that the event will ensure the promotion of the licensing objectives.
The meeting was scheduled to be chaired by Councillor Julie Connolly, Chair of the Licensing and Appeals Committee, with Councillors Fiaz Riasat and Lee Glover also in attendance.
