The Corporate Finance and Performance Overview and Scrutiny Committee of Cornwall Council met on Tuesday 02 June 2026 to discuss the Council's performance report for the final quarter of the 2025/26 financial year, review the proposed work programme for the upcoming year, and consider the Cornwall International Strategy. The meeting also included discussions on council-owned entities' business plans and the stewardship of the council's resources.
Council Performance Report 2025/26 (Q4)
The committee was scheduled to review the Council's performance for the fourth quarter of the 2025/26 financial year, covering the period from January to March 2026. The report detailed progress against directorate priorities, the financial position, and performance across the council's companies. Key performance indicators showed that approximately 80% of measures were rated green or amber, indicating continued economic resilience, progress on affordable housing, climate and nature recovery, and improvements in customer experience. However, the report also highlighted financial pressures, particularly in Children's and Adults' Social Care, which contributed to a forecast revenue overspend of £9.1 million. Mitigation measures had been implemented, reducing the overspend to £7.494 million, which was offset by the Financial Sustainability reserve. The capital programme also showed a variance of £50.089 million against the approved budget.
Areas of focus included financial pressures from extreme weather and short-term service demand, workforce capacity constraints, and fire safety audit performance below target. The report also detailed the performance of council-owned companies, with a mixed picture across entities like Celtic Sea Power, Treveth, Cormac, Corserv Facilities, Corserv Care, Cornwall Airport, and Cornwall Housing.
Cornwall International Strategy
The committee was asked to endorse the development of a Cornwall International Strategy. This strategy aims to position Cornwall as a vibrant, internationally connected Celtic nation by raising its profile, growing its economy through inward investment, and enhancing its reputation as an inclusive international visitor and student destination. The strategy is intended to complement existing plans such as the Cornwall Cultural Strategy and the Cornwall Good Growth Plan. Key enablers for the strategy include partnerships, place-based marketing through a new website (cornwall.uk) and brand refresh, people-based initiatives like 'Global Cornish' to engage the diaspora, and policy work to influence international and national frameworks. The strategy is also designed to help Cornish businesses access export markets and promote international student mobility.
Committee Work Programme 2026-27
The committee was presented with a draft work programme for 2026-27, outlining formal public meetings, informal briefings, and task and finish group activities. Key items scheduled for formal meetings included pre-decision scrutiny of the Council Performance Report (Q4 2025/26), the Cornwall International Strategy, business plans for council-owned entities such as Corserv, Treveth, and Langarth, and the Treasury Management and Capital and Investment Strategies. An informal task and finish group was proposed to review the Council Tax Support Scheme and Discretionary Rate Relief Policies.
Council Owned Entities Business Plans
The committee was scheduled to review the 2026-2030 business plans for Cornwall Housing Ltd and Celtic Sea Power Ltd. These plans outline how the companies will deliver the council's landlord functions and support economic objectives. The report detailed the performance of various council-owned companies against their 2025-29 business plans, with a summary of Key Performance Indicators (KPIs) for Celtic Sea Power, Treveth, Cormac, Corserv Facilities, Corserv Care, Cornwall Airport, and Cornwall Housing.
Stewardship of Resources
A report on the Stewardship of Resources was scheduled to provide an overview of how the council managed its financial, workforce, and operational resources throughout 2025. This report aimed to offer independent assurance on the council's stewardship arrangements and identify areas for improvement, drawing on findings from the Local Government Association Corporate Peer Challenge.

The agenda also included items such as the election of a Chairman and Vice-Chairman, apologies for absence, declarations of interest, minutes of the previous meeting, and public questions. An opportunity for members to ask Cabinet Members questions on their reports was also scheduled.
