The Planning Committee of Hinckley and Bosworth Council met on Tuesday 02 June 2026, approving three planning applications and deferring one. The committee granted permission for the conversion of a barn into a dwelling at Holywell Farm, Ratby, and for a rear extension at Hereford Cottage, Bull in the Oak Court, Cadeby. Permission was also granted for a single-storey rear extension at 7 West Close, Burbage. An outline application for up to 135 dwellings on land south of Jacqueline Road, Field Head, was approved subject to a Section 106 agreement and additional conditions.
Conversion of Barn into Dwelling at Holywell Farm, Ratby
The committee approved the conversion of a traditional barn into a dwelling at Holywell Farm, Desford Lane, Ratby. The application was called in by a ward member, and Ratby Parish Council had objected, citing harm to the countryside and sustainability concerns. However, officers recommended approval, noting that the building was structurally sound and capable of conversion without significant rebuild. The applicant, Mike Watts, highlighted that similar schemes had been approved previously. Councillor Lynch moved the acceptance of the application, seconded by Councillor Cook, and the committee voted unanimously in favour.
Single Storey Rear Extension at Hereford Cottage, Bull in the Oak Court, Cadeby
Permission was granted for a single-storey rear extension at Hereford Cottage, Bull in the Oak Court, Bosworth Road, Cadeby. The application was called in by a borough councillor due to concerns about the impact on the historic character of the converted agricultural building and its setting. Officers recommended refusal, citing previous refusals for similar extensions due to their detrimental impact on the agricultural character and appearance of the dwelling and the surrounding countryside. The applicants, Patricia and Frederick Smith, explained the necessity of the extension due to mobility issues. Despite the officer's recommendation, councillors felt the extension would not be visually intrusive and would not harm the character of the dwelling or the surrounding area. Councillor Cook proposed approval, seconded by Councillor Lynch, and the committee unanimously approved the application, delegating the final detail of planning conditions to officers.
Single Storey Rear Extension at 7 West Close, Burbage
The committee unanimously approved the erection of a single-storey rear extension at 7 West Close, Burbage. The application was presented at committee as the applicant is employed by Hinckley & Bosworth Borough Council. No objections were received from Burbage Parish Council or through public consultation. Officers recommended approval, finding no adverse impact on the street scene, character of the dwelling, or residential amenity. Councillor Bray moved the officer's recommendation, seconded by Councillor R Allen, and the application was approved subject to conditions.
Outline Application for Dwellings on Land South of Jacqueline Road, Field Head
An outline application for up to 135 dwellings on land south of Jacqueline Road, Field Head, was approved, subject to a Section 106 agreement and additional conditions. The application had been deferred at the April committee for further consultation with LCC Highways. Concerns were raised by councillors regarding road standards, the need for an additional pedestrian crossing, and the provision of affordable housing. Councillor Bray moved the approval, seconded by Councillor Flemming, with the conditions including that roads be built to adoptable standards with street lighting. Further discussion was requested on the installation of a pedestrian crossing, and authority was delegated to officers to determine the final details of planning conditions and obligations.
