The Cabinet Member Signing meeting on Thursday, 19 March 2026, is scheduled to consider proposals for condition works at three primary schools. These reports outline the need for significant repairs and upgrades to ensure the buildings meet current health and safety standards.
Earlsmead Primary School Condition Works
A report is scheduled to be presented regarding condition works at Earlsmead Primary School1 in South Tottenham. The document outlines a proposal to initiate a tendering process for a construction works contract to address identified issues. These works are prioritised in the 2024-25 Children's Capital Programme due to significant concerns about the building's condition. The proposed works are intended to bring the building and its services infrastructure up to standard, addressing health and safety concerns. The project is planned to be delivered in two phases, with Phase 1 focusing on external fabric improvements and mechanical and electrical upgrades, and Phase 2 addressing internal fabric repairs. An energy audit is also to be completed to identify opportunities for reducing energy consumption. The estimated total projected costs for both phases are detailed in an exempt appendix.
Mulberry Primary School Condition Works
The meeting is also set to review a report concerning condition works at Mulberry Primary School2 in Tottenham Hale. Similar to the Earlsmead Primary School report, this document details a request to begin the tendering process for a construction works contractor. The need for these works arises from significant concerns about the school's building condition and services infrastructure, identified through an estate-wide review. The proposed works aim to address health and safety concerns and priority condition issues. The project is also planned to be delivered in two phases, with Phase 1 focusing on external fabric improvements and mechanical and electrical upgrades, and Phase 2 on internal fabric repairs. An energy audit will be conducted to explore energy consumption reduction. The estimated total projected costs for both phases are outlined in an exempt appendix.
Crowland Primary School Condition Works
A report concerning condition works at Crowland Primary School3 in South Tottenham is also scheduled for discussion. This report details a proposal to initiate a tendering process for a construction works contractor to undertake necessary repairs. The school has been identified as requiring works to bring its building condition and services infrastructure up to standard due to significant concerns, including fire safety and compliance issues. The proposed works will address external and internal repairs, building services infrastructure, fire safety, boundary walls, and toilet facilities. An energy audit is also planned to identify opportunities for reducing energy consumption. The estimated total projected costs for this project are detailed in an exempt appendix.
The reports for all three schools indicate that the appointed contractor will be expected to meet the requirements set out in the Haringey Development Management Plan Document, under DM21 (Sustainable Design, Layout and Construction), to reduce operational energy consumption and associated costs. This aligns with the council's commitment to carbon reduction and climate change ambitions. The projects are also expected to contribute to the Borough Plan Outcome of Children and young people – Best start in life
and the broader vision for People
within Haringey.
