The Planning Committee of Staffordshire Council met on Thursday 2 April 2026 to discuss a range of planning applications and procedural matters. Key decisions included the approval of a variation to conditions at Pyford Brook Quarry, the correction of a report concerning Rugeley Quarry, and the delegation of authority for a hazardous substance consent application.
Pyford Brook Quarry Variation of Conditions
The committee considered an application by Cemex UK Operations Limited to vary conditions attached to the planning permission for Pyford Brook Quarry[^1] in Alrewas Hayes, Burton on Trent. The application sought to regularise changes to the plant site, haul road, and bunds, and to amend conditions relating to out-of-hours working.
Concerns were raised by Alrewas Parish Council and Kings Bromley Parish Council regarding out-of-hours working, the visual impact of the site, particularly the colour of the silos, and the increased height of aggregate bins. Cemex stated that the changes were largely minor variations and that the silos were constructed in accordance with the approved colour. They also confirmed that cement deliveries would not take place at night and that works to the western bund were being prioritised.
After discussion, the committee voted to permit the proposed development, subject to the conditions outlined in the report. This decision was made with 7 votes in favour and 1 against.
Correction to a Report - Rugeley Quarry
A correction was presented regarding a previous report on Rugeley Quarry, which had been approved by the Planning Committee on 1 August 2024. The correction was necessary because Recommendation 6 in the earlier report incorrectly referenced the conservation scheme at Bevins Birches, when it should have referred to the approved conservation scheme for the adjoining land.
The officer confirmed that this correction would not introduce any new land permissions or operational changes and that all legal documents would be cross-checked for consistency. The committee unanimously approved the correction.
Hazardous Substance Consent Delegation Authority Request
The committee considered a request for delegated authority to determine a hazardous substance consent application for the storage of biogas at the Roundhill Anaerobic Digestion Facility in South Staffordshire, operated by Severn Trent Green Power Limited.
Members were informed that the Health and Safety Executive and Environment Agency had been consulted. It was deemed appropriate to seek delegated authority to avoid unnecessary delays once consultation responses were received. The recommendation included consultation with the Chair of the Planning Committee and the Cabinet Member for Connectivity prior to determination. The committee unanimously approved the request for delegated authority.
