The Joint Consultative Committee meeting was scheduled to discuss the Facilities Time / Recognition Agreement, the HR Risk Assessment, and the Pay Award for 2026/27. The meeting also included a discussion on the City Corporation's Ambition 25
initiative.
Facilities Time / Recognition Agreement
The committee was scheduled to consider the Facilities Time / Recognition Agreement, a topic jointly raised by the GMB and Unite trade unions. This agreement is intended to update and modernise the framework for formal recognition of GMB and Unite, incorporating recent changes to the Employment Rights Act. The revised agreement aims to clarify the scope of trade union representation, strengthen collective bargaining and consultation arrangements, and reflect current organisational structures and work practices. A previous version of the Union Recognition Agreement from 2000 was being reviewed.
Pay Award 2026/27
A significant portion of the meeting was allocated to discussing the Pay Award for 2026/27. This included items raised jointly by GMB and Unite, as well as a separate item initiated by the City Corporation. The Chief People Officer was scheduled to be heard on this matter, and trade union representatives were expected to present their pay award claim for the upcoming year.
Ambition 25
The Ambition 25
initiative was also on the agenda, with the Chief People Officer scheduled to provide an update. This initiative is a key strategic plan for the City of London Corporation.
Minutes and Other Business
The committee was also scheduled to agree the public minutes and non-public summary of the previous Joint Consultative Committee meeting held on 10 February 2026. Additionally, there were provisions for members' declarations of interest, questions on matters relating to the committee's work, and any other urgent business that the Chair considered appropriate. The agenda also indicated that the public would be excluded for certain items of business, including an HR Risk Assessment and confidential minutes, due to the likely disclosure of exempt information.
