The Licensing Sub Committee Hearing Panel of Manchester Council met on Monday 08 June 2026. The panel was scheduled to consider applications for new and varied premises licences, as well as several temporary event notices.
Application for New Premises Licence - Nice Day Off Licence
The panel was scheduled to consider an application for a new premises licence for Nice Day Off Licence, located at 99A Beresford Road, Manchester, M13 0TA. The application proposed operating hours from 10:00 to 00:00 daily, with the sale of alcohol for consumption off the premises.
Objections were raised by Greater Manchester Police (GMP) and the Licensing and Out of Hours Compliance Team (LOOH) on the grounds of the prevention of crime and disorder and public nuisance. Concerns included the potential for increased traffic, noise, littering, and anti-social behaviour in the predominantly residential area. Specific issues raised by GMP included insufficient detail regarding CCTV provision and the premises plan. LOOH also highlighted concerns about the suitability of a garage location and potential noise disturbance to adjoining residents.
Several residents also submitted objections, citing concerns about increased street drinking, noise, littering, anti-social behaviour, and parking pressures. One resident specifically mentioned ongoing anti-social behaviour in an adjacent alleyway.
The applicant's consultant had indicated a willingness to amend the proposed hours to 23:00. Further suggested conditions included enhanced CCTV coverage, restrictions on the sale of single cans and high-strength alcohol, and clear signage requesting customers to respect neighbours and leave the area quietly. An amended plan was submitted, though it was noted as still lacking detail.
Application for Variation of a Premises Licence - One Stop Convenience
The committee was scheduled to consider an application to vary the premises licence for One Stop Convenience, located at 440-442 Wilmslow Road, Manchester, M20 3BW. The proposed variation sought to extend the hours for the sale of alcohol and the premises' opening times from 7am to 10pm daily to 7am to 1am daily.
Objections were received from the Licensing and Out of Hours Compliance Team (LOOH), who stated that the application did not demonstrate exceptional circumstances
as required by the Withington Special Policy Area. They noted that later hours would likely cause disturbance to nearby residents, particularly given the premises' location below residential properties and proximity to a large student community. LOOH also reported witnessing breaches of existing licence conditions during a visit on 4 May 2026, indicating a lack of effective management.
Several local residents and a local business owner also objected, citing concerns about cumulative impact, increased noise and anti-social behaviour, street drinking, and littering. The proximity to a pub opposite the premises was also highlighted as a factor that could exacerbate existing issues. One resident also noted that the premises already used bright external lighting that could be distracting.
The applicant's submission stated that customers had requested later opening hours and that similar shops in the vicinity operated later hours without incident. They also highlighted their use of comprehensive compliance logbooks and staff training.
Application for Variation of a Premises Licence - The Shiredale
The panel was scheduled to consider an application to vary the premises licence for The Shiredale, located at 102 Fernclough Road, Manchester, M9 5UR. The proposed variation included extending the permitted hours for the sale of alcohol, live and recorded music, late-night refreshments, and opening times. Specifically, alcohol sales were proposed to extend to 1am on Sundays to Wednesdays and 2am on Thursdays to Saturdays. Regulated entertainment and late-night refreshments were also proposed to extend to 2am on Thursdays to Saturdays, with opening hours extending to 3am on Thursdays and Fridays, and 3am on Saturdays.
Greater Manchester Police (GMP) objected to the application on all four licensing objectives. They cited concerns that the proposed extended hours were excessive for a premises located in a residential area. GMP highlighted a recent serious incident of violence at the premises and stated that the application lacked sufficient justification and additional control measures. They believed the proposal would likely lead to increased crime and disorder, public nuisance, and risks to public safety and children.
The applicant's submission outlined proposed measures such as staggered closing times to reduce crowd dispersal issues, maintaining refusal and incident logs, and a Challenge 25 policy. They also stated that entertainment would be age-appropriate and that children under 17 would be permitted only if accompanied by an adult over 18, with stricter rules for younger children after certain hours.
Temporary Event Notices (TENs) - Fallowfield Service Station
Multiple Temporary Event Notices (TENs) were scheduled for discussion, submitted by Mohmed Javid Talati for Fallowfield Service Station, located at 377-385 Wilmslow Road, Manchester, M14 6AH. These TENs sought to extend alcohol sales to 24 hours for various dates in June, July, and August 2026, citing extended hours for the World Cup
as the reason.
Objection notices were received from both the Licensing and Out of Hours Compliance Team (LOOH) and Greater Manchester Police (GMP) for each of these TENs. Both authorities raised concerns that the extended hours would undermine the licensing objectives, particularly the prevention of public nuisance and crime and disorder.
The objections highlighted that Fallowfield Service Station is located within the Fallowfield Special Policy Area, which has pre-existing issues related to alcohol-related anti-social behaviour, public nuisance, and street drinking. The Council's Statement of Licensing Policy has a strong presumption to refuse applications relating to the night-time and late-night economy in this area, except in genuinely exceptional circumstances.
Both GMP and LOOH stated that no exceptional circumstances had been demonstrated by the applicant. They argued that the proposed 24-hour alcohol sales were disproportionate and unnecessary, especially as the existing licence already covered the times of the World Cup fixtures mentioned. Concerns were raised about the lack of detail on how 24-hour sales would be managed and how licensing objectives would be upheld during these extended hours. The potential for increased intoxication, street drinking, noise, and littering was also highlighted.

In each case, the recommendation from both LOOH and GMP was to refuse the application and issue a counter notice.
