The Planning and Development Control Committee of Hammersmith and Fulham Council met on Tuesday 09 June 2026, approving several planning applications. Key decisions included the variation of a planning permission at Five Star Car Wash to convert office space into residential units and provide an off-site affordable housing contribution, and the redevelopment of Wendell Court to provide nine residential units with a financial contribution towards public realm improvements and affordable housing.
Five Star Car Wash, 10B Shepherd's Bush Road
The committee approved a variation to a previous planning permission for the redevelopment of the site at Five Star Car Wash, 10B Shepherd's Bush Road1. The original permission granted in 2017 was for 30 residential units and an office unit in the basement. The current proposal sought to change the use of the approved office unit into two self-contained residential units (a studio and a one-bedroom flat) and to provide a financial contribution of £2.3 million for off-site affordable housing provision, in lieu of the nine on-site affordable units previously required.
The applicant, Keash Properties Shepherds Bush Limited, stated that they had been unable to find a housing provider willing to take on the nine affordable units on-site, nor had they found an occupier for the commercial unit after marketing it for over 12 months. Officers noted that the financial contribution was consistent with the council's independent viability consultants' recommendations and that negotiations had secured a larger contribution than initially proposed. Councillor Ross Melton, Lead Member for Energy and Decarbonisation, expressed satisfaction with the financial contribution, despite the disappointment of not securing social housing within his ward. The committee voted unanimously to approve the recommendation.
Wendell Court, 16-20 Wendell Road
The committee also approved the redevelopment of Wendell Court, 16-20 Wendell Road2, a former cookery school, to provide nine residential units. This decision was made subject to a satisfactory legal agreement and conditions. The proposal includes the installation of solar panels, air source heat pumps, and terraces.
Neil Egerton, Team Leader for North Area Development Management, explained that the site was marketed for commercial use without success, justifying the change to residential use. The development would provide nine new units, including four family-sized units. While the scheme did not meet the threshold for affordable housing provision, a financial contribution of £320,000 was negotiated for public realm improvements, environmental initiatives, and affordable housing. Councillor Victoria Brignell, Vice-Chair of the Committee, chaired this item in the absence of Councillor Lydia Painter, Lead Member for Women and Girls, who declared an interest. The committee voted unanimously to approve the recommendation.
1-3 Chesilton Road
Permission was granted for the change of use of the vacant educational building at 1-3 Chesilton Road, SW6 5AA3 to provide 12 self-contained flats. The proposal includes partial demolition, a single-storey side extension, alterations to the roof, windows, and doors, and the creation of external amenity spaces. The applicant agreed to a financial contribution of £469,622 towards off-site affordable housing, as the scheme could not viably provide on-site affordable units. Councillor Wesley Harcourt, Cabinet Member for Climate Change and Ecology, noted the 78% reduction in CO2 emissions achieved through sustainability measures. The committee voted unanimously to approve the recommendation.
117-123 King Street
The committee approved the erection of an additional floor at roof level and rear extensions at first, second, and third floor levels at 117-123 King Street, London W6 9JT4, to create seven self-contained flats. The proposal also includes roof terraces, external staircases, solar panels, and alterations to the shopfront to create a residential entrance. A financial contribution of £248,888 was agreed for community safety, public realm improvements, and environmental initiatives. Councillor Adrian Pascu-Tulbure, Opposition Deputy Leader, raised concerns about the construction logistics plan, given the site's location on a busy street and a one-track road at the rear. Officers assured the committee that a detailed plan would be secured by condition and monitored. The committee voted unanimously to approve the recommendation.
Flat First Floor, 126 Iffley Road
Permission was granted for a rear roof extension and a second-floor rear extension at Flat First Floor, 126 Iffley Road, London W6 0PE5. The proposal includes rooflights, replacement bay windows, and the formation of a roof terrace. Eight objections were received from local residents, primarily concerning loss of light, privacy, noise, and the scale of the development. Officers noted that amendments had been made to address privacy concerns, including obscure glazing and non-opening windows below 1.7 metres. The committee voted unanimously to approve the recommendation.
Flat D Second Floor, 13 Batoum Gardens
The committee approved the erection of a rear roof extension, a rear extension at second-floor level, a roof terrace, and front rooflights at Flat D Second Floor, 13 Batoum Gardens, London W6 7QB6. Councillor Ross Melton raised a concern about the protection of a notable mural on the flank wall of the property. The committee agreed to add a condition requiring a method statement to ensure the mural's preservation during construction. The committee voted unanimously to approve the recommendation, including the additional condition.
