The report also detailed significant civil penalties issued. A £15,000 penalty was issued to Pizza Gogo Aldershot Limited on 12 July 2019, which remained outstanding. More recently, a £45,000 penalty was issued to AM Pizza Centre Limited on 29 May 2025, which was later cancelled and reissued to Tasty Kebabish Limited. This penalty remains unpaid and is being referred to a debt collection agency.

The report highlighted that the premises licence, initially granted in July 2023, authorises the provision of late-night refreshment between 23:00 and 03:00. The review application was considered relevant to the licensing objective of preventing crime and disorder.

The report also noted that the hearing had been adjourned on two previous occasions. The first adjournment was on 22 January 2026, at the request of the applicant for the review, to allow time to review additional information submitted by the licence holder. The second adjournment occurred on 3rd March 2026, following the receipt of a transfer application to transfer the licence into the name of NA Pizza Centre Limited. Immigration Enforcement had submitted an objection to this transfer application, which was to be determined prior to the licensing committee hearing.

The Sub-Committee was presented with several options for determining the application, including taking no action, issuing a warning, modifying licence conditions, suspending the licence for up to three months, or revoking the licence entirely. The report recommended that the Sub-Committee determine the application having regard to the report, any additional information from the hearing, the Council's licensing policy, guidance from the Secretary of State, and the promotion of the licensing objectives.
