The Alcohol & Gambling Licensing Sub-Committee of West Northamptonshire Council is scheduled to meet on Thursday 26 March 2026. The primary focus of the meeting will be a review of the premises licence for Maya Lounge, following multiple complaints.
Premises Licence Review Application - Maya Lounge
The sub-committee is scheduled to consider an application for a review of the premises licence for Maya Lounge, located at 32 Wellingborough Road, Northampton, NN1 4DN. This review has been initiated by Northamptonshire Police on the grounds of failure to promote the licensing objective of the prevention of public nuisance.
The report pack details a series of noise complaints received by the Council's Environmental Health team regarding Maya Lounge, beginning in May 2025. These complaints have reportedly continued throughout the year, with some complainants providing evidence via recordings made on the Noise App. Council officers have undertaken visits to monitor noise levels and, due to the severity of the nuisance witnessed, a noise abatement notice was served on the premises in July 2025 under section 80 of the Environmental Protection Act 1990. Further noise complaints were received subsequently, and monitoring equipment was installed in complainant properties.
In addition to noise complaints, the Health Protection team has raised concerns regarding a failure to promote the licensing objective of the prevention of crime and disorder. This relates to alleged non-compliance with smoke-free legislation, specifically the requirement for enclosed or substantially enclosed premises to be smoke-free. The premises licence holder is Maya Restaurant Shisha & Cocktail Bar Ltd, and the designated premises supervisor is Mr Idriz Noka.
The report outlines the licensable activities authorised by the premises licence, including the sale of alcohol, late night refreshment, and various forms of music and entertainment. It also details the opening hours of the premises.
The sub-committee will consider the steps it can take to promote the licensing objectives, which may include modifying licence conditions, excluding licensable activities, removing the designated premises supervisor, suspending the licence for up to three months, or revoking the licence entirely. The report also references relevant statutory guidance issued under the Licensing Act 2003, particularly concerning the prevention of public nuisance and crime and disorder.
