The Strategic Planning Committee of Cornwall Council is scheduled to meet on Thursday 11 June 2026 to consider a proposed residential development and review recent appeal decisions. Residential Development in Crowlas
A key item for discussion is a proposal for a residential development of 40 dwellings by Coastline Housing on land off Polmor Road in Crowlas, TR20 8DW. The application, designated PA23/10181, is for a full application for this development. The report pack indicates that the proposal is for a rural exception residential development
aimed at providing affordable housing to meet local needs.
The report details that the application has been called to committee at the request of Electoral Division Member Juliet Line CC due to concerns regarding drainage and the impact on the highway. Ludgvan Parish Council supports the application, provided National Highways is satisfied with the proposed junction access onto the A30.
The report outlines several planning considerations, including adherence to the Ludgvan Neighbourhood Development Plan and the Cornwall Local Plan Strategic Policies. Specific policies mentioned include those relating to protecting the natural environment, wildlife corridors, settlement area boundaries, sensitive design, landscaping, local housing needs, traffic management, parking, and walking and cycle routes. National policies, such as the National Planning Policy Framework (NPPF), are also referenced, particularly concerning the presumption in favour of sustainable development and the council's housing land supply.
Technical consultees have provided feedback. National Highways has recommended that conditions be attached to any planning permission. The Highway Development Management team has suggested widening a footpath and upgrading a bus stop. The Lead Local Flood Authority (LLFA) has raised ongoing concerns about the surface water drainage proposals, questioning their sufficiency to manage surface water within the site and prevent flooding elsewhere. Natural England has raised no objection.
The report also addresses other matters, including ecology, where an Ecological Impact Assessment indicates a significant net gain in habitat and hedgerow units. A Section 106 Agreement is required to secure the delivery and management of the affordable housing provision.
The report concludes by recommending that delegated authority be given to approve the application, subject to conditions and the completion of a Section 106 Agreement. A comprehensive list of proposed conditions is included, covering aspects such as archaeological recording, environmental management plans, landscape and ecological management, surface water management, and pedestrian works.
List of Appeals Decisions
The committee will also receive a list of appeal decisions that have been received, along with details of appeals that have been lodged and the dates of public inquiries. This agenda item provides an overview of recent outcomes from planning appeals across the council's area. The report pack includes tables detailing appeals lodged between 23 April 2026 and 22 May 2026, and appeals decided within the same period. These lists include application references, appellant details, proposals, locations, and the outcome of the appeals.
