The Health and Wellbeing Board and Surrey Heartlands Integrated Care Partnership are scheduled to convene on Wednesday 17 June 2026. The meeting's agenda includes discussions on the progress of the Health and Wellbeing Strategy, updates on the Better Care Fund, and a review of the strategy for addressing child healthy weight.
Health and Wellbeing Strategy Highlight Report and Index Update
A key item on the agenda is an overview of the progress made in delivering the Health and Wellbeing Strategy (HWBS) as of 20 May 2026. This will be presented through a highlight report, which details achievements over the last quarter concerning priority populations, outcomes, and system capabilities. The report will also outline examples of partner collaborations, new data and insights, and any emerging opportunities or challenges, including updates from the HWBS Index. Progress on the review of Joint Strategic Needs Assessment (JSNA) chapters and the Surrey Health Determinants Research Collaborative will also be covered.
Annual Health and Wellbeing Strategy Index Refresh
The meeting will also address the annual update of the Health and Wellbeing Strategy Index and Scorecard. This process aims to develop new indicators to effectively monitor progress against the Health and Wellbeing Strategy.
Better Care Fund (BCF) Planning
The Board is set to consider the Better Care Fund (BCF) plan for 2026/27 and its associated programme plan. This plan has been developed in partnership with Surrey's health and care partners and details the BCF investment, joint funding, and support for integrated health and care delivery. The report highlights that the future of the BCF (from 2027/28) is subject to uncertainty due to the Government's decision on Local Government Reorganisation (LGR) in Surrey, which will impact how the Integrated Care Funding Framework (ICFF) is structured and allocated.
Whole System Approach to Healthy Weight
A significant portion of the meeting will be dedicated to a whole system approach to child healthy weight in Surrey. This paper responds to the Board's request for assurance on this matter, emphasising that child weight is influenced by complex, interconnected factors beyond individual behaviour. The approach involves collaboration between local government, the NHS, schools, and community organisations to address the underlying determinants of health and support children and families directly. Surrey's strategy focuses on prevention, early intervention, positive environments, and community strengths, aligning with the HWBS priorities. The approach aims to shift focus from individual behaviour to healthier food and activity environments and systems.
Update on VCSE Working Group
A verbal update is scheduled regarding the VCSE (Voluntary, Community and Social Enterprise) Working Group.
Integrated Care Board Update
A verbal update will also be provided on the Integrated Care Board.
