The Health and Wellbeing Board and Surrey and Sussex Integrated Care Partnership are scheduled to convene on Wednesday 17 June 2026. The meeting's agenda includes discussions on the progress of the Health and Wellbeing Strategy, updates on the Better Care Fund, and a focus on children's healthy weight.

Health and Wellbeing Strategy (HWBS) Highlight Report and Index Update

A significant portion of the meeting is set to be dedicated to reviewing the progress of the Health and Wellbeing Strategy (HWBS) as of 20 May 2026. The accompanying Highlight Report, available in an accessible format, will provide an overview of activities undertaken on HWBS projects and programmes. It will detail achievements over the last quarter concerning Priority Populations, Priorities/Outcomes, and system capabilities. The report is also expected to outline examples of partner collaborations, highlight new data and insights, and discuss opportunities and challenges, including those identified through the HWBS Index. Furthermore, progress on the review of Joint Strategic Needs Assessment (JSNA) chapters and the Surrey Health Determinants Research Collaborative will be presented.

Annual HWBS Index Refresh

The meeting will also address the annual update of the Health and Wellbeing Strategy Index and Scorecard. This refresh aims to develop new indicators to ensure the strategy's progress can be effectively monitored.

Better Care Fund (BCF) Planning

A key item on the agenda is the Better Care Fund (BCF) plan for 2026/27 and its associated programme plan. This plan has been developed in partnership with Surrey's health and care partners and will describe the BCF investment, joint funding, and support for integrated health and care delivery. The report will focus on evidencing the current investment impact, aligning with national policy, and developing a strategic framework for Surrey. However, the report notes that future plans for 2027/28 are subject to uncertainty due to the Government's decision on Local Government Reorganisation (LGR) in Surrey, which will impact how the Integrated Care Funding Framework (ICFF) is structured and allocated. The merger of Surrey Heartlands ICB and parts of Frimley ICB with Sussex ICB to form Surrey and Sussex ICB on 1 April 2026 means this new ICB will oversee NHS elements of the BCF for all of Surrey. Clarity on the national use of the ICFF, including potential new conditions or restrictions and the continuation of commitments to protect Adult Social Care and NHS core services, is anticipated in the summer of 2026.

Whole System Approach to Healthy Weight

The meeting will receive an update on the whole system approach to child healthy weight in Surrey. This paper addresses the Board's request for assurance regarding this issue, emphasising that child weight is influenced by complex, interacting factors beyond individual behaviour. It highlights the need for a collaborative approach involving local government, the NHS, schools, and community organisations to tackle the underlying determinants of health and support children and families directly. Surrey's strategy focuses on prevention, with an emphasis on food and physical activity, aiming to promote health, wellbeing, and reduce inequality across the life course. The approach prioritises early intervention, positive environments, and community strengths, aligning with the HWBS priorities. Surrey's strategy is shifting focus from individual behaviour to healthier food and activity environments and systems through investment in early years and schools, strengthening community skills, tackling inequalities, and building sustainable partnerships.

VCSE Working Group Update

A verbal update is scheduled regarding the VCSE (Voluntary, Community, and Social Enterprise) Working Group.

Integrated Care Board Update

A verbal update will also be provided concerning the Integrated Care Board.
