The Licensing Sub-Committee was scheduled to consider applications for new and varied premises licences. The meeting's agenda included discussions on a new premises licence for Moon Lounge and a variation to the licence for Churchfields Recreation Ground.
Moon Lounge, Unit C7B, Angel Road Works, Advent Way, London, N18 3BH
The committee was scheduled to consider an application for a new premises licence for Moon Lounge. The application sought permission for the sale of alcohol for on-sales only, provision of live and recorded music, and performances of dance, with proposed opening hours from 10:00 to 04:00 daily. The sale of alcohol was sought between 10:00 and 03:30 daily.
The report pack indicated that the Metropolitan Police and the Licensing Authority had made representations objecting to the application, citing concerns related to the prevention of crime and disorder, public safety, and prevention of public nuisance. Objections were also received from two other parties. The applicant's agent had submitted written representations in response to these concerns, proposing amendments to the operating hours and the implementation of various safeguards, including SIA-trained door supervisors, an ID scanning system, and a structured dispersal policy. The applicant's agent also noted that the premises is located within an industrial estate with no nearby residential properties.
Churchfields Recreation Ground, Great Cambridge Road, London, N9 9LE
The committee was also scheduled to discuss a variation to the premises licence for Churchfields Recreation Ground, held by the British Alevi Federation. The proposed variation included extending indoor sporting events by one hour earlier in the morning (9am to 9pm), adding on-sales of alcohol from midday to 11pm daily, and amending the plan of the building.
The application had attracted representations from 12 local residents who objected on the grounds that the variation would undermine all four licensing objectives. The applicant had agreed to revised conditions with the Police and Licensing Authority, leading to the withdrawal of their initial objections. The applicant's submission highlighted that the building's primary function is as a community venue and that the alcohol element was not fundamental to its operation. The applicant also stated that they had agreed revised conditions with the Metropolitan Police, which had resulted in the withdrawal of the Police's representation. The report pack detailed the existing licence conditions and the proposed variations, including the new licensable activity of alcohol on-sales between 12:00 and 22:30 daily. The applicant's agent had also submitted a revised operating schedule outlining steps to promote the licensing objectives.
