The Licensing Sub-Committee of Enfield Council met on Wednesday 15 April 2026 to consider applications for new and varied premises licences. The committee was scheduled to discuss a new premises licence for Moon Lounge and a variation to the existing licence for Churchfields Recreation Ground.
Moon Lounge, Unit C7B, Angel Road Works, Advent Way, London, N18 3BH
The committee was scheduled to consider an application for a new premises licence for Moon Lounge, located at Unit C7B, Angel Road Works, Advent Way, London, N18 3BH. The application sought permission for the premises to operate as a late-night bar and lounge, with proposed hours for opening from 10:00 to 04:00 daily. The sale of alcohol was sought from 10:00 to 03:30 daily, with on-sales only. The application also included provision for live music, recorded music, and performances of dance indoors, all proposed between 10:00 and 03:30 daily.
Representations objecting to the application were made by the Metropolitan Police, the Licensing Authority, and two other parties. The police raised concerns regarding the prevention of crime and disorder, public safety, and public nuisance, citing high crime rates in the area and the proximity of other late-night establishments. The Licensing Authority also objected on similar grounds, highlighting the premises' location within an industrial estate with no planning permission for nightclub use and concerns about cumulative impact. The other parties' representations echoed these concerns, focusing on potential disorder, inadequate security, and dispersal issues.
The applicant, Fation Gjana, submitted an operating schedule outlining measures to promote the licensing objectives. These included the deployment of a minimum of four SIA-trained door supervisors from 22:00 until 30 minutes after closing, a comprehensive digital CCTV system, and the operation of an electronic ID scanning system. The schedule also detailed plans for incident management, public safety measures such as capacity control and the use of toughened drinking vessels, and a dispersal policy. For the protection of children from harm, the premises proposed to prohibit entry to anyone under 18 and operate a Challenge 25 age-verification policy.
Churchfields Recreation Ground, Great Cambridge Road, London, N9 9LE
The committee was also scheduled to consider a variation application for a premises licence at Churchfields Recreation Ground, Great Cambridge Road, London, N9 9LE, submitted by the British Alevi Federation. The variation sought to extend indoor sporting events by one hour earlier in the morning, from 09:00 to 21:00 daily. It also proposed the addition of on-sales of alcohol from 12:00 to 22:30 daily, and amendments to the building's plan.
The application attracted representations from the Police and the Licensing Authority, who initially sought conditions and a slight reduction to alcohol hours. These were subsequently agreed upon by the British Alevi Federation, leading to the withdrawal of their objections. However, twelve local residents submitted objections, citing concerns that the application would undermine all four licensing objectives. Their representations focused on the unsuitability of the location within a residential area adjacent to a primary school, the potential for public nuisance from noise and disturbance, cumulative impact with an existing nearby public house, public safety concerns related to traffic and parking, and the protection of children from harm.
The applicant's proposed conditions, agreed with the Responsible Authorities, included the presence of a personal licence holder on the premises throughout permitted alcohol sales hours, the maintenance of a refusals register, and the operation of a 'Challenge 25' proof of age scheme. Staff training records were to be documented and kept for at least one year. Conditions related to the use of toughened glass or plastic drinking vessels were also proposed. For outdoor events, which are permitted for one two-day event per year, a comprehensive Event Safety Management Plan was to be implemented, covering aspects such as site plans, fire risk assessments, noise management, crowd management, medical and welfare, safeguarding, CCTV, emergency evacuation, waste management, traffic management, and security.
The committee was also to consider the minutes of the previous Licensing Sub-Committee meeting held on Monday 23 March 2026.
