The committee is scheduled to review the Adult Social Care Outcomes Framework (ASCOF) Annual Performance Report for 2024-25. This report offers a comparison of Richmond upon Thames' performance against 31 other London boroughs and England as a whole. The ASCOF measures how well adult social care services help individuals achieve outcomes such as quality of life, choice, safety, and independence. Richmond Corporate Plan 2025/26 End-Year Performance Report
The committee is scheduled to receive an update on the end-year performance of the Richmond Corporate Plan (RCP) for 2025/26, focusing on actions and key performance indicators (KPIs) relevant to the committee's remit. The report will outline progress on specific RCP actions, such as the delivery of affordable homes and the acquisition of properties for temporary accommodation. It will also present performance data against 14 relevant KPIs, indicating areas of improvement, decline, or stability compared to the previous year. Appointments to Joint Health Overview and Scrutiny Committees
The committee is requested to make appointments to existing Joint Health Overview and Scrutiny Committees (JHOSCs) for the municipal year 2026/27. This includes appointing two Members to the South West London & Surrey JHOSC and one non-voting co-opted member to the North West London JHOSC. These committees are established to scrutinise health reconfiguration proposals across multiple local authority areas, ensuring Richmond's views are represented.
Tenants Champion Report 2025-2026
Councillor Paulina Vassileva, the Tenants' Champion, is scheduled to present her annual report for 2025-26. This report details the work of the Tenants' Champion Service, which acts as an escalation route for social housing residents when complaints with their landlords cannot be resolved. The report is expected to highlight key themes from casework, such as the importance of good communication, the need for organisations to work effectively with resident advocates, and the use of complaints to drive improvements. The report will also cover the Tenants' Champion Interagency Forum, which brings together multi-agency colleagues to improve joint working.
Social Housing Improvement Plan: L & Q
The committee is scheduled to receive a presentation from L & Q, one of the main housing associations operating in the borough, regarding the Social Housing Improvement Plan (SHIP). The SHIP aims to improve standards and drive investment for residents living in existing social housing. The presentation will likely cover the housing association's progress and performance against the plan's key themes, which include resident involvement, improved repairs, sustainable homes, tackling defects, and investing in safe communities.
