Open Council Network is an independent organisation. We report on Hillingdon and are not the council. About us
The Corporate Resources & Infrastructure Select Committee is scheduled to meet on Wednesday 17 June 2026. The meeting's agenda includes an introduction to overview and scrutiny, a review of the Cabinet Forward Plan, and a discussion on the committee's work programme.
Introduction to Overview & Scrutiny
The committee will receive an introduction to the role and function of overview and scrutiny within Hillingdon Council. This session, led by Mark Braddock, Statutory Scrutiny Officer, will cover how select committees operate, the principles of effective scrutiny, and the specific remit of this committee. The report outlines that overview and scrutiny functions are a statutory requirement for councils and are designed to provide constructive 'critical friend' challenge
and amplify the voices and concerns of the public.
1 The report also details how Hillingdon arranges its overview and scrutiny work, aligning select committees with Cabinet portfolios and Officer Directorates. It explains the general responsibilities of select committees, including monitoring the Cabinet Forward Plan, post-decision scrutiny through the call-in procedure, and undertaking policy reviews. The report also clarifies the updated approach to budget and performance scrutiny, with the Audit, Finance & Performance Committee now taking the lead on council-wide oversight, while select committees continue to scrutinise finance and performance within their specific service areas.
Cabinet Forward Plan
The committee is scheduled to consider the Cabinet's latest Forward Plan, which details key decisions and other decisions planned by the Cabinet and individual Cabinet Members over the coming year. The report, presented by Ryan Dell, Democratic Services Officer, outlines the actions available to the committee in monitoring this plan, including providing specific comments on future Cabinet or Cabinet Member reports, requesting further information on upcoming items, and identifying reports that may merit post-decision review. The Forward Plan itself lists upcoming decisions, including those related to the repair of domestic gas boilers, the redevelopment of Nelson Lane in Uxbridge, and the Local Plan scoping consultation.
Work Programme
The committee will review its multi-year work programme for the 2026-2030 period. This document outlines the planned activities for each meeting throughout the municipal year, including policy reviews, regular service and performance monitoring, and updates on various service areas. The work programme details planned discussions on topics such as national planning reforms, Hayes Estate regeneration progress, the Local Plan update, and fire safety in council premises. It also includes planned updates on the Housing Strategy, homelessness prevention, and digital strategy. The report highlights that the work programme is a live document
that the committee can shape and adapt over time, allowing for flexibility in undertaking in-depth reviews and reporting findings to the Cabinet.
