The Delegated Decisions by Cabinet Member for Adults meeting is scheduled to consider proposals for new supported living contracts and a revised framework for home care and reablement services. The meeting will also include time for questions from county councillors and public address.
Complex Needs Supported Living
A key item for discussion is the proposed tender for a new Complex Needs supported living contract. This contract is intended to support individuals on the Dynamic Support Register who have a learning disability and/or autism and are at high risk of admission to hospital under the Mental Health Act 1983. The report indicates that there is currently insufficient local supported living provision, leading to out-of-county placements. The proposal includes the development of new supported living properties in Ducklington and Witney, with an allocated capital programme of £5.9 million. The contract is planned to be procured through the Live Well Supported Services Framework Lot 2 and is expected to have an initial value of £26,479,029.85 over 10 years. The Cabinet Member is recommended to agree to tender this contract and delegate authority to the Director for Adult Social Services to award it.
Staying Well At Home Framework Model
The meeting will also consider the procurement of a new Staying Well at Home (SWAH) framework, which will replace the current Live Well at Home (LWAH) arrangement that expires in March 2027. This framework is how the council commissions reablement, home care, and care provision in Extra Care Housing. The report notes that while the LWAH framework has been effective in supporting hospital discharges and increasing independence, there is a need to improve quality, adjust provider capacity to meet demand, and streamline internal processes. The proposed SWAH framework aims to address these issues, with a focus on quality, personal choice, and integrated commissioning arrangements with the Thames Valley Integrated Care Board (ICB). This integrated model will allow the council to broker and contract homecare on behalf of the ICB for adults eligible for NHS Continuing Healthcare. The SWAH framework is proposed for a period of up to 8 years, from April 2027 to 2035, with an estimated annual spend of £78.8 million. The Cabinet Member is recommended to note the review of the LWAH framework, approve the procurement of the SWAH framework, and approve in principle the integrated commissioning arrangements with the Thames Valley ICB. Authority will also be delegated to the Director of Adult Social Care for the procurement process and related agreements.
