The Property Sub-Committee of Staffordshire Council met on Wednesday 17 June 2026 and approved the freehold transfer and academy lease for St Modwen's Roman Catholic Primary School, along with the acquisition of the former school site at Belvoir Road. The meeting also involved the approval of minutes from a previous session.

The committee approved the recommendations for the freehold transfer of the school buildings, hardstanding, and landscaped areas at the Tutbury Road site to Birmingham Roman Catholic Diocesan Trustees Registered. They also agreed to grant a 125-year academy lease of the playing fields at the Tutbury Road site to St Gabriel the Archangel Catholic Multi-Academy Trust. Additionally, the committee approved the acquisition of the former St Modwen's school buildings and hardstanding areas at Belvoir Road from Birmingham Roman Catholic Diocesan Trustees Registered. These transactions were described as standard school matters to regularise land occupation, with no financial transaction involved.

Councillor Janet Higgins, Cabinet Member for Education and SEND, sought clarification on the council's continued ownership of the playing fields and enquired about safeguarding measures. It was confirmed that the council would retain ownership of the playing fields, which would be leased to the school for 125 years and would be fenced. The issue of land status under education legislation, which had presented problems at the Maidley site, was noted as not being a concern for this particular arrangement. The committee agreed to the proposed actions, with the final details of the transactions to be delegated to the Assistant Director for Commercial and Assets.

The meeting also included the approval of minutes from the previous Property Sub-Committee meeting held on 20 May 2026. The committee then moved to exclude the public from the remainder of the meeting to discuss exempt minutes from that prior session.
