The Property Sub-Committee of Staffordshire Council met on Wednesday 17 June 2026. The committee received recommendations concerning the freehold transfer and academy lease of St Modwen's Roman Catholic Primary School in Burton.

The committee considered recommendations for the freehold transfer of school buildings, hardstanding, and landscaped areas at the Tutbury Road site of St Modwen's Roman Catholic Primary School to Birmingham Roman Catholic Diocesan Trustees Registered. Additionally, a 125-year academy lease for the playing fields at the Tutbury Road site was proposed to be granted to St Gabriel the Archangel Catholic Multi-Academy Trust. The committee also considered the acquisition of the former St Modwen's school buildings and hardstanding areas at the Belvoir Road site from the Birmingham Roman Catholic Diocesan Trustees Registered. These transactions are part of the regularisation of property arrangements following the school's academisation.

Councillor Janet Higgins, Cabinet Member for Education and SEND, sought clarification on the ownership of the playing fields and any safeguarding measures in place. It was confirmed that the council would retain ownership of the playing fields, which would be leased to the school for 125 years and secured with fencing. This was contrasted with issues experienced at other sites, such as Maidley, where the land's classification under education legislation presented complications. The officer explained that the current proposal did not present similar legislative conflicts. The recommendations were proposed and agreed upon by the committee.

The meeting also included a procedural item to exclude the public for the approval of exempt minutes from a previous meeting.
