Open Council Network is an independent organisation. We report on Staffordshire and are not the council. About us
The Property Sub-Committee of Staffordshire Council is scheduled to consider proposals regarding St Modwen RC Primary School in Burton. The meeting will also address the exclusion of the public for certain agenda items.
St Modwen RC Primary School, Burton
A significant item on the agenda concerns St Modwen RC Primary School in Burton. The report pack indicates that the committee will review proposals for the freehold transfer of the school buildings, hardstanding, and landscaped areas at the Tutbury Road site to Birmingham Roman Catholic Diocesan Trustees Registered. Additionally, there is a proposal to grant a 125-year academy lease of the playing fields at the Tutbury Road site to St Gabriel the Archangel Catholic Multi-Academy Trust. The committee is also scheduled to consider the freehold acquisition of the former St Modwen's school site on Belvoir Road from Birmingham Roman Catholic Diocesan Trustees Registered. The report notes that the statutory transfer of the Tutbury Road site is a requirement under the School Standards and Framework Act 1998 (as amended by the Education and Inspections Act 2006) and will be for no consideration. Similarly, the acquisition of the Belvoir Road site is also proposed for no consideration. The final details of these transactions are to be delegated to the Assistant Director for Commercial and Assets.
The report pack outlines that St Modwen's Catholic Primary School vacated the Belvoir Road site in 2014 and moved to the Tutbury Road site, which was constructed by the Council. The Tutbury Road site is currently owned by the Council, while the Belvoir Road site is owned by Birmingham Roman Catholic Diocesan Trustees Registered and is occupied by Samuel Allsopp primary and nursery community School. The proposals aim to formalise the ownership and lease arrangements for these sites. The report also mentions that the Council has a duty under s123 of the Local Government Act 1972 to secure the best consideration for land disposals, but this is overridden by the School Standards and Framework Act 1998. The report author is Jason Wilkinson, Head of School Asset Strategy.
Exclusion of the Public
The agenda includes a proposal for the Chairman to move that the public be excluded from the meeting for specific agenda items. This is due to the likely disclosure of exempt information, as defined in Part 1 of Schedule 12A of the Local Government Act 1972. Following this, the committee is scheduled to review exempt minutes from the meeting held on 20 May 2026.
The Property Sub-Committee is scheduled to meet on Wednesday 17 June 2026 at 12:45 in the Oak Room, County Buildings, Stafford. The meeting will be webcast live and archived for 12 months.^[1]
