Land at Midge Hall Farm, Royal Wootton Bassett
The committee is scheduled to consider an outline planning application for a significant residential-led mixed-use development at Land at Midge Hall Farm, Swindon Road, Royal Wootton Bassett. The proposal includes plans for up to 425 residential dwellings, a mixed-use local centre, a primary school, and employment land. All matters are reserved except for the access points from Hook Road and Swindon Road.
The report pack indicates that the development would involve the creation of new housing, community facilities, and employment opportunities. It also details extensive planning obligations and conditions that would be required, including contributions towards affordable housing, education, healthcare, transport infrastructure, and public open space. Also scheduled for discussion is a full planning application for an Anaerobic Digestion (AD) Facility at Land at Park Grounds, Brinkworth Road, Royal Wootton Bassett. The proposed development includes ancillary plant and equipment for generating renewable biogas from food waste, a digestate storage lagoon, a biomethane refuelling station, and associated landscaping and biodiversity enhancements.
The report pack suggests that this proposal aligns with the council's waste management strategy, aiming to divert waste from landfill and produce renewable energy and agricultural fertiliser. It is noted that the site is allocated for waste development within the adopted development plan. The report details various conditions and considerations, including those related to traffic management, noise, odour, lighting, and biodiversity net gain. The Environment Agency has raised no objection, stating that the facility will be subject to a bespoke Environmental Permit process.
