The Overview and Scrutiny Committee of Islington Council is scheduled to meet on Thursday 18 June 2026. The meeting's agenda includes a review of the committee's membership and terms of reference for the upcoming municipal year, as well as a discussion on the draft work programme for 2026-27. Additionally, the committee is expected to consider the council's Forward Plan of Key Decisions.
Membership and Terms of Reference
The committee is set to review its own composition and operational guidelines for the 2026-27 municipal year. This includes noting the membership, which comprises Councillor Nick Wayne as Chair and Councillor Troy Gallagher as Vice-Chair, alongside Councillors Fin Craig, Joseph Croft, Talia Hussain, Hannah McHugh, Shreya Nanda, Jon Nott, Nurullah Turan, Jonathan Ward, and Sheridan Kates. The report outlines the committee's purpose, which is to review the performance of local services, to scrutinise decisions and actions taken on matters within their terms of reference, to contribute to the review and development of council policy, and to make recommendations to enhance and improve service delivery for residents.
1 The terms of reference cover a broad range of council functions, including corporate finance, asset management, economic infrastructure, procurement, council tax, community financial resilience, communications, resident experience, complaints, equalities, corporate performance, policy development, risk management, digital services, HR, electoral services, and emergency planning. The committee is also expected to consider the performance of the council's partner organisations and an annual work plan.
Draft Work Programme 2026-27
A significant item on the agenda is the discussion of the draft work programme for the Overview and Scrutiny Committee for the 2026-27 period. This programme will outline the key areas the committee intends to focus on for policy development and performance review throughout the year. The committee's work is intended to support all missions of the Islington Together 2030 Plan, the council's overarching strategy for the borough.
Forward Plan of Key Decisions
The committee will also review the council's Forward Plan of Key Decisions. This plan, published on 5 May 2026, details forthcoming decisions that are likely to be financially significant or have significant effects on those living or working in two or more wards. These decisions are taken by the Executive and Corporate Directors and are subject to public scrutiny. The plan includes a wide range of upcoming decisions, such as contract awards for care and support services, procurement strategies for various services including electric vehicle infrastructure and language services, and the development of new housing. For example, the plan lists a decision on the Contract award for care and support services at Hanley Gardens and Beaumont Rise (long term)
to be taken by the Corporate Director - Health and Social Care, John Everson, on 1 May 2026. It also highlights decisions related to environmental initiatives, such as the Procurement strategy for 5kw (lamp column) electric vehicle charging points
and the Procurement strategy for the supply and installation of bike hangars.
