It also details the roles and responsibilities of officers, decision-making principles, and financial and legal matters.
- Part 3: Responsibility for Functions: Delineates between Executive and Non-Executive functions, outlining how decisions are made and the responsibilities of different parts of the council.
- Part 4: Rules of Procedure: Contains detailed rules for various council meetings and committees, including Council Procedure Rules, Access to Information Rules, Budget and Policy Framework Procedure Rules, Executive Procedure Rules, Overview and Scrutiny Procedure Rules, Financial Procedure Rules, Contracts Procedure Rules, and Licensing Committee Procedure Rules.
- Part 5: Codes and Protocols: Includes various codes of conduct and protocols governing the behaviour and relationships between members and officers, such as the Employee Code of Conduct, Code of Conduct for Members, and protocols for specific areas like planning matters, key decisions, and dealing with third parties.
- Part 6: Members' Allowances Scheme: Details the allowances payable to councillors.
The Constitution aims to ensure that the Council provides clear leadership, supports citizen involvement in decision-making, helps councillors represent their constituents effectively, enables efficient and accountable decision-making, and improves service delivery. It also sets out the six core principles of good governance: focusing on purpose and outcomes, working together for common purpose, upholding high standards of conduct, taking informed and transparent decisions, developing members and officers, and engaging with local people and stakeholders.
