Additionally, two representations were received from local residents. These objections were based on concerns relating to the prevention of crime and disorder, public safety, prevention of public nuisance, and the protection of children from harm. Residents highlighted the highly residential nature of the area, its proximity to an off-licence, and its location on a route used by patrons of late-night venues, arguing that the proposed hours would inevitably lead to increased anti-social behaviour.

The committee was also scheduled to consider a premises licence application from Krankbrother Ltd for a street party on Wilson Street (between Dysart Street and Sun Street), London EC2A 2ER. This application was for a one-day event on a Saturday between 1 May and 30 September annually, authorising regulated entertainment (live music, recorded music, performance of dance) and the supply of alcohol for consumption on the premises. The proposed event timings were from 12:00 to 22:00.

The premises were not currently licensed for any activity, and no Temporary Event Notices (TENs) had been submitted in the preceding twelve months. Representations from most responsible authorities, including Environmental Health, the Police, and the Fire Authority, confirmed no objections. However, one representation was received from local residents on the grounds of public safety and the prevention of public nuisance.

The resident's objection detailed concerns about noise and disruption from previous similar events, stating that the amplified music lasted from midday until 10 pm, making it impossible to enjoy outdoor spaces or keep windows open. The objector also claimed a lack of meaningful engagement from the licensee with local residents and argued that the area's character had become more residential, making such an event unsuitable. The resident suggested strict new controls, including noise reduction, earlier finishing times, and provisions for local residents to attend or be compensated for their disruption.

The officer's observations detailed proposed conditions derived from the applicant's operating schedule, which included an Event Safety Management Plan, a fenced perimeter with controlled access, SIA licensed security, a Challenge 25 policy for alcohol sales, provision of free drinking water, and on-site waste management and post-event cleaning. The committee had the option to refuse the application or approve it with conditions.

Licensing Sub-Committee Hearing Procedure

The committee was also scheduled to review the general procedure for Licensing Sub-Committee hearings, as outlined in the Licensing Act 2003 and relevant guidance. This included details on how hearings are conducted, the roles of applicants, responsible authorities, and other persons, and the decision-making process for various licence applications. The procedure document also outlined the steps to be taken before and during a hearing, including the appointment of a chair, the presentation of cases, and the final announcement of decisions.
