Application to Transfer Premises Licence: Food for Less
The primary item for discussion was an application to transfer the premises licence for Food for Less
at 20 Watling Avenue, Edgware HA8 0LR. The application was submitted by Kappuccino (UK) Ltd.
The report pack indicated that the Metropolitan Police Service had submitted a representation objecting to the transfer. This objection was based on concerns related to the prevention of crime and disorder,
a key licensing objective under the Licensing Act 20031. The police's concerns stemmed from an ongoing review of the premises licence due to alleged serious criminal activity, including the storage of non-duty-paid tobacco, the sale of suspected prescription-only medicines, and unlabelled alcohol.
The report highlighted that the transfer application was being considered under Section 42 of the Licensing Act 2003. The committee was to determine the application in accordance with Section 44 of the Act, which allows for the rejection of an application if it is deemed appropriate for the promotion of the crime prevention objective. The report also referred to the Council's Statement of Licensing Policy 2025-20302 and the Revised Guidance issued under Section 182 of the Licensing Act 2003 (updated February 2026)3 as relevant considerations.
