Short Term Let Enforcement

The report highlights the impact of the Deregulation Act 2015 on planning controls and outlines the council's approach to tackling STLs, including those in council-owned properties. It notes that an estimated 7,516 entire properties in Camden are currently used for STLs, with a significant concentration in wards such as Holborn and Covent Garden, and Camden Town with Primrose Hill. The report also touches upon the upcoming mandatory national registration scheme for STLs in England and the potential introduction of a new planning use class for STLs.
Voids Update Report
The committee will receive an update on the voids programme, which details the number of active void properties across different districts, including Camden Town. As of 26 May 2026, there were 356 active voids across London Borough of Camden, with 48 of these in the Camden Town district. The report also breaks down void properties by the number of bedrooms and provides a breakdown of properties being held for various reasons, such as the Chalcots estate, the Family Friendly Programme, and legal cases. Refreshed DMC Funding and Bidding Process
A discussion is planned regarding the refreshed process for bidding for DMC funding. Key changes include separate Terms of Reference (TOR) and Bidding Guidance documents, with the TOR to be reviewed regularly and the Guidance document to be a living guide updated based on resident feedback. The refreshed process also encourages partnership working with Voluntary & Community Sector (VCS) organisations.
Camden Town DMC Budget
The committee will consider the Camden Town DMC budget for the 2026/2027 financial year. The report details the total budget allocation of £161,650.00 and the current spend to date. Two new bids are scheduled for consideration: one from Goldington Street TRA for H36 Gerda Locks at a cost of £8,870.00, requested due to ongoing anti-social behaviour and trespassing, and another from Walker House TRA for the refurbishment of a gazebo on the estate at a cost of £6,919.92.
Awaab's Law - Phase 1 & 2 Progress Report
An update will be provided on Camden's delivery against Awaab's Law, covering Phase 1 implementation, which began in October 2025 and focuses on damp and mould hazards. The report indicates stable and largely compliant service delivery for Phase 1, with full compliance achieved across most statutory Key Performance Indicators (KPIs). However, performance challenges remain in emergency response within 24 hours and significant hazard investigations within 10 days, primarily due to resident no-access and engagement issues. Phase 2, which will broaden the scope to a wider range of housing hazards, is in the mobilisation stage with a clear delivery approach and identified risks.
Housing Investment Strategy Update
This report provides updates on the delivery of the Council's Housing Asset Management Strategy (AMS) at the end of the 2025/26 financial year. The AMS, approved in January 2025, outlines the council's approach to investing in its current social housing stock with a £670 million plan over five years. The report details progress on the capital investment programme, including new projects commissioned and the delivery of external works. It also provides an update on the Decent Homes standard, noting that 6.78% of homes did not meet the standard at the end of 25/26, and fire safety actions, with a reduction in overdue actions. Updates on the Quality Homes, Family Friendly, and Acquisition Programmes are also included.
Fly Tipping Enforcement on Estates and Public Realm
The committee will receive an informational report on fly-tipping enforcement on estates and the public realm. The report outlines the roles and responsibilities of Community Safety Enforcement Officers (CSEOs), how enforcement action is undertaken, and the types of fines available. It notes that between 1 June 2025 and 1 June 2026, the team issued 427 environmental enforcement Fixed Penalty Notices (FPNs)/notices in the Camden ward area. The report suggests a positive direction of travel regarding residential fly-tipping, with a reduction in cases, indicating that enforcement and warning interventions may be influencing behaviour.
Tenancy Visiting Programme
This report provides an update on the Tenancy Visiting Programme, which aims to prevent and tackle tenancy fraud and support residents in sustaining their tenancies. The programme involves regular visits to tenants' homes. In the 2025/26 period, 1,136 tenancy visits were completed. The report details the progress made since the application launched in July 2025, noting that delivery has been slower than anticipated due to recruitment delays and technical issues. Future plans include a data-led approach for the 2026/27 programme, cross-referencing visiting data with high-risk property data.
Housing Investigations
A report on the work of the Housing Investigations team (HIT) is scheduled for discussion. The HIT team works to ensure that those who live in council homes or apply to buy them are entitled to do so, investigating tenancy fraud and related breaches. In the 2025 to 2026 period, 55 homes were recovered through various investigations, including ineligible succession or assignment applications and right to buy requests. The report also highlights the financial impact of tenancy fraud, estimating a significant loss of rental income for the council.
Annual Housing and Property Participation Diversity Report (2025-2026)
This report provides an overview of resident diversity in Housing and Property engagement. It compares data from a diversity monitoring survey and participation event registration forms with the 2021 Census to assess the representativeness of the council's active resident network. Key findings indicate strong representation from LGBTQ+ residents and disabled residents, but underrepresentation among younger residents (aged 16-34), certain religious groups (Muslim, Jewish, Sikh), and ethnic minority groups. The report identifies significant intersectional gaps and outlines an action plan for 2026-27 to strengthen inclusive outreach and improve data quality.
Engagement Report
This report offers a quarterly update on engagement activities within the Camden Town District from March to June 2026. Priorities over the last quarter included ensuring B-listed Tenant and Resident Associations (TRAs) held their Annual General Meetings (AGMs) and planning the Camden Town Action Day, which was attended by over 150 residents. The report highlights successes such as the approval of a DMC bid for Phoenix Court to address homelessness and rough sleeping, and the strong resident presence at the Neighbourhood Action Day. Challenges include the time demand from TRAs for officer support. Future priorities include reaching out to residents in areas where TRAs have been inactive and establishing new TRAs.
Tenant Engagement Report Quarter 1 2026/7
This report shares insights and recommendations from the quarterly monitoring of tenant engagement activities and forums supported by Housing and Property Services. It covers engagement events, resident feedback, applications to the Special Projects Grant and the District Management Committee Fund, and Stories of Impact.
The report notes the success of the Camden Town Neighbourhood Action Day on 21 May, which brought together over 150 residents and 35 stalls. Feedback from residents indicates a desire for more services at these events and a need for more structured agendas and stronger facilitation. The report also highlights the value residents place on connecting with others and learning about council services.
