Planning Application for Former Harmony Hotel Site, Alexandra Parade, Dunoon
A planning application for the erection of 24 flats and provision of car parking, along with the demolition of offices and modification/relocation of existing car parking at the former Harmony Hotel Site, Alexandra Parade, Dunoon, was scheduled for discussion. This application, reference 01/01878/DET, was submitted by DGM (Scotland) Ltd.
The report indicated that the committee had previously resolved to grant planning permission subject to a Section 75 agreement and planning conditions. The core of this agreement was to ensure the provision of a public car park before work commenced. However, a subsequent title search revealed an additional right of title for private parking and access for the owners of the former Royal Bank premises on Argyll Street, which were designated as public car parking spaces 53 and 54 on the approved plans.
In response, the applicant's agent submitted an amended plan showing a modified car parking layout, relocating the two affected spaces to an area originally designated for motorbikes. The report noted that while the loss of space for motorbikes was unfortunate, it had to be balanced against the current lack of specific motorbike parking. The conclusion was that the revised layout would not result in the loss of any public car parking spaces and was acceptable in principle, pending the Area Roads Manager's concurrence. The agent also indicated that negotiations were underway with the owners of the former Royal Bank premises to acquire the right to use those spaces, which would allow a return to the originally submitted scheme.
The recommendation was for members to note the report's contents and agree to the amended plans regarding car parking provision, subject to the views of the Area Roads Manager.
Bute & Cowal Area Programme 2002-03
