The Pension Fund Committee of Buckinghamshire Council met on Monday 29 June 2026 to discuss the audit plan for the upcoming year, governance and compliance updates, and the fund's carbon metrics. The committee also reviewed the action log and considered the forward plan for future meetings.
Pension Fund Audit Plan 2025-26
Representatives from KPMG were scheduled to present the audit plan for the 2025-26 financial year. This plan outlines the approach and scope for the external audit of the Buckinghamshire Pension Fund's financial statements. The report introduced KPMG's audit plan and strategy, which had previously been presented to Buckinghamshire's Audit & Governance Committee on 19 May 2026. The committee was asked to note the audit plan.
Update on 2025/26 Pension Fund Accounts
James Gilliland, Pensions and Investments Accountant, was expected to provide a verbal update on the 2025/26 Pension Fund Accounts.
Governance and Compliance Update
Claire Lewis-Smith, Pensions Administration Manager, was scheduled to present an update on governance and compliance matters. This report was expected to cover progress on the Pensions Dashboards Programme (PDP), The Pensions Regulator's (TPR) General Code of Practice, and the implementation of new regulations concerning Access and Fairness and Access and Protections. The committee was also asked to note and comment on a revised Risk Register and approve the Training Plan for 2026/2027.
Carbon Metrics Report
James Gilliland, Pensions and Investments Accountant, was due to present the Carbon Metrics Report for the period ending 31 December 2025. This report, prepared by Brunel Pension Partnership, analysed the Buckinghamshire Pension Fund's carbon footprint. The Weighted Average Carbon Intensity (WACI) for the fund as at 31 December 2025 was reported to be 24% below the benchmark. The report also detailed absolute carbon emissions and provided an overview of the fund's exposure to fossil fuel-related activities and reserves.
Forward Plan
Richard Sultana, Head of Pensions & Investments, was scheduled to present the Forward Plan for the committee. This document outlines upcoming agenda items and topics for future meetings, allowing for forward planning and ensuring that relevant matters are addressed in a timely manner.
Performance Report
James Gilliland, Pensions and Investments Accountant, was expected to present the Pension Fund Performance report. This report would typically provide an overview of the investment performance of the Buckinghamshire Pension Fund, likely detailing returns across various asset classes and comparing them against benchmarks.
Pooling Update
Mark Preston, Assistant Chief Finance Officer - Pensions and Projects, was scheduled to provide an update on pooling arrangements. This would likely cover progress and plans related to the Buckinghamshire Pension Fund's participation in LGPS pools, such as the London CIV LGPS Pool, and any associated governance documentation or strategic developments.
