The Selection and Member Services Committee met on Thursday 2 July 2026, where members reviewed and approved changes to the Combined Member Grant Scheme guidelines and appointed representatives to two outside bodies. The committee also received a verbal update on member training and governance arrangements.

Member Training and Governance Update

Benjamin Watts, Deputy Chief Executive, provided a verbal update on two key areas: member training and the work of the Member Remuneration Panel. He highlighted that following catch-up meetings with members, an action plan is being developed to address feedback on experiences and future training needs, with new sessions planned for the autumn. Three core training sessions – cyber security, the role of elected members in an emergency, and TAG EVAC (emergency evacuation procedures) – were emphasised as mandatory for all members, with attendance rates being monitored. Mr. Watts also noted that the Member Remuneration Panel is reviewing governance arrangements to reflect changes in opposition group leaders and committee chairs, particularly in light of potential local government reorganisation.

KCC Combined Member Grants Guideline Review

The committee reviewed proposed changes to the KCC Combined Member Grant Scheme guidelines, which aim to support community projects more effectively. The key recommendations, presented by Lizzy Adam, include retaining restrictions on funding for running costs but allowing funding for used vehicles. The guidelines will also be clarified regarding repeat and retrospective funding, and certain costs where alternative processes exist will be excluded. A member noted that it would be beneficial for applicants to receive a copy of their submitted application via email, a suggestion that officers indicated they would look to reintroduce. The committee agreed with the proposed updates.

Outside Bodies Appointments

The committee appointed members to two outstanding outside bodies: the Gabriel Richards Charity and the Rochester Bridge Trust. Following a vote, Councillor Paul King was appointed to the Gabriel Richards Charity. For the Rochester Bridge Trust, Councillor Michael Brown was elected after a vote against Councillor Paul Thomas. The committee also noted the list of other appointments made to outside bodies.

During the discussion on outside bodies, concerns were raised about the geographical relevance of the Rochester Bridge Trust to potential appointees and the lack of formal criteria for suitability beyond general interest and capacity. The process for appointing members to these bodies was explained as being primarily through discussion between political groups, with an aim for proportional allocation across different political groups. The committee was reminded that they had delegated authority to Joel Cook, Democratic Services Manager, to resolve these appointments.
