The Licensing Sub-Committee was scheduled to consider a new premises licence application for Purley Sports Club. The meeting's agenda also included procedural matters related to licensing hearings.
Licence Application for Purley Sports Club
The primary item scheduled for discussion was a new premises licence application for Purley Sports Club, located at The Ridge, Purley, CR8 3PF. The application sought to authorise several licensable activities, including:
- Sale by retail of alcohol for consumption on the premises: Proposed hours were Monday to Wednesday from 11:00 am to 11:00 pm, Thursday from 11:00 am to 11:30 pm, Friday and Saturday from 11:00 am to 11:45 pm, and Sunday from 12:00 pm to 11:00 pm.
- Provision of live music, recorded music, and performance of dance: Proposed hours were Sunday to Thursday from 12:00 pm to 11:00 pm, and Friday and Saturday from 6:00 pm to 12:00 am (midnight).
- Provision of late-night refreshment: Proposed hours were Thursday from 11:00 pm to 11:30 pm, and Friday and Saturday from 11:00 pm to 12:00 am (midnight).
The report pack indicated that the Metropolitan Police and Trading Standards Officer had initially raised concerns, which were subsequently addressed by the applicant through amendments to their operating schedule. However, 40 valid representations were received from Other Parties
1, raising concerns related to all four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm. These representations highlighted potential issues such as increased noise pollution, anti-social behaviour, traffic congestion, parking problems, and disturbance to the peace and quiet of the predominantly residential neighbourhood.
The report pack also detailed the proposed conditions arising from the applicant's operating schedule, which included measures for CCTV operation, alcohol display, external bar closing times, delivery management, signage, age verification (Challenge 25 policy), staff training, and incident logbooks.
Licensing Sub-Committee - Hearings Procedure
The committee was also scheduled to review the council's procedure for conducting licensing sub-committee hearings. This would have outlined the process for managing applications, receiving representations, and conducting hearings in accordance with the Licensing Act 2003.
