The committee was scheduled to consider four separate applications for new private hire driver licences. These applications were to be discussed in private session, as they involved information relating to individuals, in accordance with paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972¹. For each application, the report pack indicated that the committee would be presented with information and circumstances leading to the requirement to determine if the applicant was a 'fit and proper' person to hold a licence.
