The Licensing Panel of Hounslow Council met on Wednesday 8 July 2026 to consider two applications. The panel granted a temporary street trading licence to Healthy Bites Chiswick Limited for a stall opposite 253 Chiswick High Road, Chiswick, and also granted a premises licence to Dusra Indian Restaurant, 101 Chiswick High Road, Chiswick, with amendments.

Temporary Street Trading Licence for Healthy Bites

The panel granted a temporary street trading licence for six months to Healthy Bites Chiswick Limited for their stall located on the public highway opposite 253 Chiswick High Road, Chiswick. The stall, which sells wraps, salads, soups, juices, and soft drinks, had previously held a licence for the same location.

During the consultation period, two objections were received. Concerns were raised about unfair competition to local brick-and-mortar shops due to the stall's lower overheads, potential obstruction of the public highway, the use of LPG-powered equipment, waste management, and an over-concentration of food vendors. Councillor Joanna Biddolph also voiced concerns about the stall operating during lunchtime hours, suggesting this could negatively impact nearby businesses.

However, the panel decided to grant the licence with additional conditions. These conditions include the use of environmentally friendly packaging, cooperation with the Neighbourhood Policing Team, and the secure storage of propane cylinders. The panel noted that the applicant had been trading from the site since 2019 and that the range of products offered was relatively limited. They were not satisfied that the evidence presented justified refusing the application or reducing trading hours, stating that the council's Street Trading Policy does not require the protection of existing businesses from all forms of competition. The application was granted for operating hours of 10:00 to 16:00, Monday to Sunday.

Premises Licence for Dusra Indian Restaurant

The panel granted a new premises licence to Dusra Ltd for Dusra Indian Restaurant, located at 101 Chiswick High Road, Chiswick. The licence permits the supply of alcohol for consumption on the premises from 11:00 to 22:30, Monday to Sunday, and the premises will be open from 11:00 to 23:00 daily.

One objection was received from an interested party concerned about public nuisance, specifically regarding noise from the extraction and air conditioning systems, and the use of a skylight. The objector also raised concerns about potential noise escaping through windows.

The panel considered the applicant's proposed conditions and those agreed with the Police, which addressed many of the objector's concerns. The proposed hours for alcohol supply fell within the council's core hours, with a slight reduction on Sundays to align with the policy's termination time of 22:30, allowing for 30 minutes of drinking-up time.

Regarding noise concerns, the applicant stated that the ventilation system had been updated and was quieter. The panel noted that the objector had previously complained to the council's noise pollution team, but no further action had been taken. The panel did not consider there was sufficient evidence to add further conditions related to noise nuisance, advising the objector to pursue complaints with the council's noise team or their ward councillors if the issue persisted. The panel also clarified that planning issues, such as the legality of the skylight, were outside their remit.

The granted licence includes several conditions, such as:

• Prominent CCTV signage.
• Installation and maintenance of a comprehensive CCTV system.
• A staff member conversant with the CCTV system to be present at all times.
• Prohibition of customers taking drinks outside to smoke.
• Regular training for staff on the Licensing Act 2003, with written records retained.
• An incident log to be kept and made available to police and council officers.
• Alcohol to be served only to seated diners, with no bar-only service.
• Clear signage to remind customers to leave quietly.
• All external doors and windows, including skylights, to be kept closed from 22:00, except for access and egress.
• Implementation of a Challenge 25 policy.

The panel amended some of the proposed conditions to align with the Licensing Authority's model conditions for clarity and robustness. The decision to grant the licence with these conditions was made to uphold the licensing objectives.

The meeting also included the appointment of chairs for the different agenda items, as Councillor Vivek Ganachari was unable to attend. Councillor Tony Louki was appointed Chair for the Healthy Bites application, and Councillor Karen Smith was appointed Chair for the Dusra Indian Restaurant application.
