The Croydon Ethics Committee met on Wednesday 15 July 2026 to review ethics complaints, member learning and development, and declarations of gifts and hospitality. The committee noted the contents of reports on these matters, with no further decisions required.

Update on Ethics Complaints

The committee received an update on ethics complaints received by the Monitoring Officer during the first and second quarters of 2026, up to 30 June 2026. Gina Clarke presented the report, which detailed that four complaints had been received during this period. Two of these complaints were lodged before the local elections and were paused pending the election outcome. These two matters have since been assessed and resulted in no further action. The remaining two complaints are currently undergoing assessment. The nature of the four complaints included allegations of disrespect and, in one instance, harassment. The committee was asked to note the contents of this report, and this recommendation was agreed.

Member Learning and Development

Simon Trevaskis presented the report on Member Learning and Development for the 2025-26 municipal year. The report outlined the training delivered to councillors over the past year, overseen by the Member Learning and Development Panel. It was noted that the number of training sessions delivered tends to decrease towards the end of a four-year term. Fourteen sessions were delivered in the last year. The report also included the induction plan for the current year, detailing training scheduled for the next six months, which was described as more extensive than in previous periods. The committee was asked to note the report's contents, and this recommendation was agreed.

Members' Gifts and Hospitality

Simon Trevaskis also presented the quarterly report on gifts and hospitality declared by members. This report covered the period since the last meeting, with appendices separating declarations made before and after the local elections. The committee was recommended to note the requirements for members regarding the declaration of gifts and hospitality, as detailed in the report, and to note the declarations made by members since 4 March 2026. These recommendations were agreed by the committee.
